Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) β€” the oldest predates the United Nations itself, and only the latter two were concluded under it β€” countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next β€” even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights β€” you carry both β€” and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

The rule in each state or federal district

There is no federal road-traffic law for private drivers in the United States: fifty-one vehicle codes answer this question and they do not agree. Read the two rules apart β€” about half the codes exempt a licensed non-resident with no clock at all, the rest set a figure, most often a year, and separately they cap at 30 to 90 days a non-resident whose home country does not license drivers. Guides that quote the second number as if it applied to tourists are quoting the wrong rule. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you β€” you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence β€” by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

  • Travelling from United States of America? United States of America's official IDPs are issued by American Automobile Association (AAA) and American Automobile Touring Alliance (AATA) β€” applications are accepted online. Official site.
  • Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs β€” a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document β€” a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Becoming a resident of a state starts a short statutory clock to get that state's licence: California 10 days (Veh Code 12505 β€” and no grace period at all if you drive for employment), Florida 30 days (FS 322.031 β€” also triggered by accepting employment or enrolling children in public school), New York 30 days (DMV guidance), Texas 90 days (Transp Code 521.029). There is no nationwide exchange regime for foreign licences: in most states a foreign-licence holder takes the full knowledge + road test (Canadian licences are the big exception β€” most states exchange them like another US state's). A patchwork of state-level reciprocity agreements waives tests for specific countries β€” best documented for Germany: full waiver (no written or road test) in 27 states + Puerto Rico; written-test-only (road test waived) in 10 further states + DC. Texas DPS officially lists exchange reciprocity with France, Germany, South Korea, Taiwan and the UAE (knowledge and skills exams waived if you surrender/stop using the foreign licence). These agreements give a tourist nothing β€” they apply only when you take up residence and apply for the state licence.

Direction of the lists is inverted vs. normal countries: because licensing is state-level, the variable is which US state you move to, not a single national list of origin countries. No federal authority maintains any conversion list; each state DMV + the origin country's consulate are the only authoritative sources. Important: no US state requires surrender-with-exchange under a national treaty β€” each agreement is a state-consulate arrangement and shifts frequently. Official source.

Driving rules in United States of America tourists get fined for

  • Mandatory equipment: No warning-triangle, vest, or first-aid-kit requirement for private cars in any state. Seat belts mandatory for occupants in 49 states + DC (New Hampshire has no adult belt law); child restraints mandatory in all 50 states. Right turn on red legal after a full stop unless signed otherwise (NYC is the notable exception).
  • Drink-driving: 0.08 g/dL per se in 49 states + DC; Utah is stricter at 0.05 g/dL (Utah Code 41-6a-502, in force 30 Dec 2018 β€” 'a blood or breath alcohol concentration of .05 grams or greater', wording from the current consolidated text). Drivers under 21: zero-tolerance (0.00-0.02 depending on state). Commercial drivers: 0.04 nationwide. State-set. Example β€” California first DUI (Veh Code 23536): 'imprisonment in the county jail for not less than 96 hours, at least 48 hours of which shall be continuous, nor more than six months' and 'a fine of not less than three hundred ninety dollars ($390), nor more than one thousand dollars ($1,000)' plus licence suspension and mandatory DUI program; penalty assessments multiply the headline fine roughly 3-4x in practice.
  • Speed limits: No federal speed limit (national 55/65 limit repealed 1995) β€” each state sets its own. Typical: 25-35 mph (40-55 km/h) urban, 55-70 mph (90-110 km/h) rural highways, 65-80 mph (105-130 km/h) interstates; the single highest posted limit is 85 mph (137 km/h) on Texas SH-130.   • Major rental companies rent on the foreign national licence + passport in the same name; Hertz requires an IDP when the licence is not printed in English (as translation β€” the IDP alone is never sufficient to rent). usa.gov: 'You may need both your license and an IDP to rent a car in the U.S.'.
  • Typical rental minimum age is 20-21 (25 in some cases) with a daily young-driver surcharge under 25 β€” well above the legal driving ages.
  • Police at a stop expect the physical foreign licence; a licence with no English can prolong the stop, and in Massachusetts driving without the statutory IDP/translation companion is itself enforceable (MGL c.90 s.10).
  • Liability insurance is mandatory in nearly all states and is the renter's/driver's problem, not the licence's β€” visitors driving private (borrowed) cars must confirm the policy covers them.
