Driving in Andorra: key facts

Do you need an International Driving Permit in Andorra?

Andorran law does not require an IDP from visitors whose licence is already valid here. Art. 14 of the Reglament de permisos de conduir (Decret 226/2025, 2 July 2025) makes valid: (a) Andorran licences, (b) EU and EFTA national licences, (c) national licences of other countries issued in conformity with Annex 9 of the 1949 Geneva Convention or Annex 6 of the 1968 Vienna Convention, (d) 1949-model IDPs, (e) 1968-model IDPs, and (f) national licences of states with a bilateral homologation agreement. Andorra is covered by the 1949 Geneva Convention (extended by France, effective 19 February 1953) and acceded to the 1968 Vienna Convention on 25 September 2024, in force 25 September 2025 — so both IDP editions are accepted and neither is 'the wrong one'. Carry an IDP anyway if your licence is a paper or non-standard document, or if your rental desk asks.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most non-exempt licences that is an IDP.
• Car renters: Carry the original licence (plus IDP if you have one), passport, vehicle registration, rental agreement and insurance papers. Every land route into Andorra passes through France or Spain, so their rules apply to the same journey — check both.
• EU / EEA licence holders: no IDP needed — This is not EU mutual recognition — Andorra is neither an EU nor an EEA member.

How long can you drive in Andorra with a foreign licence?

No day-count cap applies to genuine visitors: art. 14 sets no time limit for non-residents, and a valid qualifying licence works for the whole tourist stay. The six-month clock that circulates in connection with Andorra is a residence clock — it starts when the holder obtains habitual (or temporary) residence in Andorra, not on arrival as a tourist. A '90-day tourist driving limit' repeated on commercial sites was not found in art. 14 and is not asserted here. Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Andorra with your country's licence?

Andorra is outside the EU and EEA, but its own rule (Reglament de permisos de conduir, art. 14, Decret 226/2025) recognises EU and EFTA licences, any national licence issued to the 1949 Geneva Annex 9 or 1968 Vienna Annex 6 model, and both 1949 and 1968 International Driving Permits. Andorra is covered by the 1949 Geneva Convention and has been a party to the 1968 Vienna Convention since 25 September 2025, so most visitors drive on their home licence with no IDP legally required — though rental desks often ask for one. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Andorra? Rules for new residents

Two separate obligations. (1) A foreign licence stays valid for driving in Andorra for a maximum of six months from the date the holder obtains habitual or temporary residence — reduced from twelve months by Decret 226/2025. People already resident before that regulation took effect keep the old twelve-month period. (2) The licence must then be homologated (exchanged) for an Andorran one through the Govern's permisos-de-conduir service. Official source.

Driving rules in Andorra tourists get fined for

• Mandatory equipment: Winter tyres or snow chains are mandatory from 1 November to 15 May. Warning triangle(s) and a reflective jacket should be carried; a secondary guide also lists spare bulbs and headlamp beam adjusters.
• Drink-driving: A secondary motoring guide gives the drink-drive limit as 0.05% BAC (0.5 g/l) for all drivers; this was not confirmed against the consolidated Codi de la circulacio (Llei 12/2021), and lower thresholds for novice and professional drivers are likely but unverified. Treat zero alcohol as the safe rule. Fine of up to 600 euros, a two-month driving ban and possible impoundment of the vehicle (UK FCDO travel advice).
• Speed limits: Drive on the right. A secondary guide gives roughly 50 km/h in built-up areas and 90 km/h outside them, but limits vary across Andorra's mountain roads — follow the signs and adjust for snow, ice and visibility.
• Carry the original licence (plus IDP if you have one), passport, vehicle registration, rental agreement and insurance papers. Every land route into Andorra passes through France or Spain, so their rules apply to the same journey — check both.
• From 1 November to 15 May you must use winter tyres or carry snow chains; a fine applies if you do not. Winter tyres are marked with a snowflake icon on the sidewall. Check live road and avalanche conditions before mountain journeys.
• Rental operators commonly require an IDP, a higher minimum age and at least one year of driving experience — independent of what the law requires.
• An IDP is never a stand-alone document in Andorra: art. 24 of the regulation requires the holder to carry a valid national licence at the same time.
