Driving in Zambia: key facts

Do you need an International Driving Permit in Zambia?

Zambia is a party to neither road-traffic convention (per the UN depositary lists for the 1949 Geneva and 1968 Vienna Conventions on 2026-07-29), so no IDP edition has a treaty basis there and none is legally prescribed. Visitors do not need an IDP at all for the first 90 days: UK and Canadian government guidance both state you may drive on your own national licence for up to 90 days. Only for a stay beyond 90 days does official guidance ask for 'an International Driving Permit or a Zambian driving licence' — without naming an edition, because there is no convention edition to name. The official UK IDP country table does not list Zambia. A 1949-style IDP is the pragmatic choice, but confirm with RTSA or the Zambian mission before relying on it. Rental companies may demand an IDP from day one regardless of the law.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original licence (photocopies are not accepted), passport, vehicle registration, rental agreement and insurance papers. Insist on an official receipt for any fine paid.

How long can you drive in Zambia with a foreign licence?

Is Zambia a party to the 1949 or 1968 Road Traffic Convention?

Zambia is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Zambia, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Zambia with your country's licence?

Zambia lets visitors drive on their own national driving licence for up to 90 days, whatever country issued it — no International Driving Permit is needed in that window. Past 90 days you need an IDP or a Zambian licence. Zambia is a party to neither the 1949 Geneva nor the 1968 Vienna Convention, so no IDP edition is legally fixed and the official UK IDP table does not list the country at all. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Zambia? Zambia's IDPs are issued by Road Transport and Safety Agency (RTSA). Official site. Zambia is party to neither road-traffic convention, so the permit is issued outside the UN convention framework and is not an official convention IDP — check that your destination accepts it.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Zambia? Rules for new residents

The 90-day allowance is the only clock: there is no separate, longer residence clock. Anyone staying beyond 90 days — visitor or resident — needs an IDP or a Zambian licence, and anyone actually settling should plan on Zambian licensing rather than indefinitely renewing an IDP. Official source.

Driving rules in Zambia tourists get fined for

• Mandatory equipment: Verified requirements (Government of Canada): two metallic emergency warning triangles, white reflector stickers at the front and red reflector stickers at the rear; 'failure to comply may result in heavy fines'. Seat belts and motorcycle helmets are widely reported as mandatory but this was not verifiable from a reachable official source. Practical additions: spare tyre, tools, first-aid kit, water, and full vehicle and insurance documents.
• Drink-driving: Drink-driving is illegal ('Drink-driving and driving while on a mobile are illegal but commonplace' — UK FCDO) and 'penalties for drunk driving are severe' (Government of Canada). No statutory BAC figure was confirmed in any reachable primary or government source, so no number is asserted here. Drive at zero alcohol. No verified penalty tariff. A driver suspected of impairment, particularly after a crash, can expect testing and prosecution through the fast-track traffic court system.
• Speed limits: Traffic drives on the left (Government of Canada). Turning left at a red light is prohibited (Government of Canada). Speed limits are commonly reported as 50 km/h in built-up areas and 100 km/h outside them, but this could not be verified against Zambian law or a reachable government page — obey posted signs.
• Fit the legally required kit before driving: two metallic warning triangles, white reflectors front, red reflectors rear. Non-compliance draws heavy fines and is a routine roadside check.
• Avoid driving outside main towns after dark. Severely potholed roads, sudden rainy-season floods (November to April) that wash away bridges and roads, abandoned vehicles, pedestrians and stray animals cause frequent fatal crashes. Fatal accidents are especially common on the Great East Road, the Great North Road and Kafue Road.
• Using a mobile phone while driving is illegal, though widely ignored locally. Do not copy local practice — the road-safety agency prosecutes traffic offenders through a fast-track court system.
• Carry the original licence (photocopies are not accepted), passport, vehicle registration, rental agreement and insurance papers. Insist on an official receipt for any fine paid.
• If your stay will exceed 90 days, arrange an IDP before you travel — you cannot obtain one inside Zambia, as IDPs are issued only by the authority in the country that issued your licence.
