Driving in Yemen: key facts

Do you need an International Driving Permit in Yemen?

Yemen is a party to neither the 1949 Geneva nor the 1968 Vienna Convention on Road Traffic — verified directly against the UN Treaty Collection participant lists (status 29 July 2026). No International Driving Permit issued under either convention therefore has any treaty basis in Yemen. Yemen's own Traffic Law (Republican Decree-Law No. 46 of 1991, as amended in 2000 and 2002) deals with international driving permits all the same: the holder of one issued abroad may not drive without registering within seven days of entering Yemen, and may drive only the vehicles they are authorised to drive (Art. 30(b)). The article does not say whether the permit or the vehicle must be registered, or with which office, so whether you may drive on an IDP is not established: check with the authorities before you travel. A visitor with a valid foreign licence can instead apply, on the official form with a photograph and the fee, for a temporary Yemeni licence of up to three months, issued without a driving test (Art. 26(6)). No article lets you drive on a foreign national licence alone: the law requires a valid licence issued by the Yemeni licensing authority (Art. 23(1)). Licensing is split between the internationally recognised government and the de facto authorities in Sana'a, and whether either applies these rules today could not be established. Do not drive in Yemen without written authority from the authority that actually controls the area you are in.

Yemen drives on the right-hand side of the road, and overtaking is done on the left. Former South Yemen switched from left to right in 1977; unified country drives right.

How long can you drive in Yemen with a foreign licence?

Under the Traffic Law a foreign licence alone is not enough: a visitor's temporary licence lasts up to three months (Art. 26(6)); an IDP holder may not drive without registering within seven days of entry (Art. 30(b)). The law sets no other period for visitors and does not say what is to be registered, or where. Whether either authority applies these rules today could not be established. Is Yemen a party to the 1949 or 1968 Road Traffic Convention?

Yemen is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Yemen, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Yemen with your country's licence?

This answer is for tourists and temporary visitors. Moving to Yemen as a resident? Different rules apply — see the residents section below. Yemen is a party to neither the 1949 Geneva nor the 1968 Vienna Convention on Road Traffic — per the UN Treaty Collection — so no International Driving Permit carries treaty force there. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Yemen? Yemen's IDPs are issued by Yemen Club for Touring & Automobile (YCTA). Official site. Yemen is party to neither road-traffic convention, so the permit is issued outside the UN convention framework and is not an official convention IDP — check that your destination accepts it.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Yemen? Rules for new residents

The Traffic Law lets the licensing authority waive the driving test for the holder of a valid foreign licence, on condition of reciprocity, once they have applied on the official form with five photographs, a medical fitness certificate and the fee (Art. 26(1) and (6)); which countries it treats as reciprocal, and whether either authority applies the rule today, could not be established. Driving rules in Yemen tourists get fined for

• Mandatory equipment: Use an appropriate, professionally maintained vehicle carrying fuel, water, medical, communications and recovery supplies, plus every movement document the controlling authority requires.
• Drink-driving: Do not drink and drive. Alcohol is tightly restricted in Yemen and any alcohol involvement in an incident can carry consequences well beyond a traffic penalty. No verified statutory BAC limit was located. Driving under the influence of intoxicants or drugs is punishable by three months to two years in prison or a fine of 10,000 to 30,000 rials, without prejudice to any heavier penalty under another law (Traffic Law, Art. 70 bis(1)). A conviction suspends the licence for up to one year, and three such offences within one year bring its withdrawal for at least three years (Art. 70 bis(10)); the police may arrest the driver without a warrant (Art. 70 bis(15)(b)) and the vehicle is impounded (Art. 70 bis(11)).
• Speed limits: Yemen drives on the right. On long-distance roads the Traffic Law sets 100 km/h for cars, taxis, motorcycles, buses carrying up to 27 passengers and goods vehicles up to 3,000 kg, and 80 km/h for larger buses and heavier goods vehicles (Art. 44(1)); in towns and villages, and wherever signs are posted, the signed limit applies (Art. 44(10)). Speeding in a built-up area is punishable by 7 to 14 days in prison or a fine of 5,000 to 15,000 rials (Art. 70 bis(3)(b)); an offender may settle by paying the minimum fine when the offence is recorded or within seven days (Art. 70 bis(7)). In practice route security, road condition and hazards determine a safe speed.
• The FCDO advises against all travel to the whole of Yemen due to unpredictable security conditions, and tells British nationals already in Yemen that they should leave immediately.
• The UK government cannot help British nationals leave Yemen and there are no evacuation procedures in place. British Embassy services in Sana'a are suspended and all diplomatic and consular staff have been withdrawn.
• UK government advice on the roads: driving standards are poor, mountain roads are dangerous, and you should avoid all road travel outside the main cities at night. Landmines from the current and previous conflicts are a risk on Yemen's roads, and there is a severe shortage of fuel.
• UK government advice: kidnaps have occurred at various times of day and in a wide variety of locations, including public places in the capital, cars while travelling and victims' accommodation. Regularly reassess your security arrangements and carefully plan any movement inside Yemen.
• UK government advice is that, as a result of the conflict, emergency services in Yemen have severely limited capacity and are highly unreliable. Any movement plan needs its own communications, medical and recovery capability rather than reliance on public response.
