Driving in Gibraltar: key facts

Do you need an International Driving Permit in Gibraltar?

No IDP is legally required. Regulation 86 of the Traffic (Licensing and Registration) Regulations ("Visitors' driving Permit") puts a Convention national licence on exactly the same footing as an IDP: it is lawful to drive on either "(a) a Convention driving permit; or (b) a domestic driving permit issued elsewhere than in Gibraltar by any State which is a party to the Convention of 1949 or the Convention of 1968". Where an IDP is used, Schedule 6 recognises form A (1949 Convention, Annex 10), form D (1968 Convention, Annex 7) and legacy form B (1926 Convention, Annex E). Regulation 95 concerns only IDPs issued in Gibraltar for use abroad: it lets the licensing authority issue one to the holder of a Gibraltar driving licence, and the government's licensing page adds that the applicant must also be a permanent resident of Gibraltar. It sets no requirement for visitors.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original licence (and IDP if you have one), the vehicle registration, rental agreement and insurance. Police may demand production of a visitor's driving permit exactly as they may a Gibraltar licence.
• EU / EEA licence holders: no IDP needed.

What side of the road does Gibraltar drive on?

Gibraltar drives on the right-hand side of the road, and overtaking is done on the left. Unusually for a British territory, drives on the right (switched 1929 to match Spain).

How long can you drive in Gibraltar with a foreign licence?

Three years from your last date of entry. Regulation 86(1) lets the holder of an IDP, or of "a domestic driving permit issued elsewhere than in Gibraltar by any State which is a party to the Convention of 1949 or the Convention of 1968", or of a British Forces (B.F.G.) licence, "drive in Gibraltar for three years after his last date of entry a motor vehicle of any category or description which he is authorized by that permit to drive, notwithstanding that he is not the holder of a driving licence under Part II of the Act". UK, EU and EEA licences are not time-limited at all: s.59(Z1) gives them the same effect as a Gibraltar licence for as long as they stay valid at home. The permission lapses if the permit itself expires, and does not cover public service or goods vehicles (other than one temporarily imported under regulation 22). Is Gibraltar a party to the 1949 or 1968 Road Traffic Convention?

Gibraltar is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Gibraltar accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Gibraltar with your country's licence?

Gibraltar is a British Overseas Territory with its own traffic law — and, unusually for a British territory, it drives on the right. Regulation 86 of the Traffic (Licensing and Registration) Regulations lets anyone holding an International Driving Permit, or simply a national driving licence issued by a state party to the 1949 or 1968 Convention, drive in Gibraltar for three years from their last date of entry. No IDP is legally required. UK, EU and EEA licences go further still: section 59(Z1) of the Traffic Act 2005 gives them the same validity and effect as a Gibraltar licence for as long as they remain valid at home. The minimum driving age is 18. A national licence from a state party to neither Convention is not covered by regulation 86, but an IDP may be: regulation 86 also accepts an IDP in form A, B or D of Schedule 6 issued by any country that regulation 2 counts as a Contracting Country, which includes parties to the 1926 Paris Convention and to the two 1956 Conventions on the taxation of road vehicles, and territories these conventions apply to. The regulations do not say whether a licence issued in a territory of a party state counts as issued by that state. In both cases, check with Gibraltar's licensing authority before you travel. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Gibraltar? Gibraltar's official IDPs are issued by Driver and Vehicle Licensing Department (DVLD), HM Government of Gibraltar — applications are accepted online. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Gibraltar? Rules for new residents

Two different clocks. (1) A UK/EU/EEA licence holder who takes up normal residence keeps full validity under s.59(1) for as long as the licence is valid at home; exchange is optional (Form 20) but becomes compulsory two years after becoming resident if the licence states no administrative validity period (s.59(5)), and after a court endorsement. "Normal residence" = at least 185 days in each calendar year (s.59(7)). (2) A licence holder from outside the UK/EU/EEA has only reg. 86's three-years-from-last-entry window; there is no exchange scheme to fall back on. Official source.

Driving rules in Gibraltar tourists get fined for

• Mandatory equipment: Seat belts and child restraints are compulsory where fitted (Highway Code rules 82-83). Hand-held mobile phones are prohibited while driving or supervising a learner (rule 128). You must produce your licence or permit to a police officer on request (Traffic Act s.33, extended to visitors' driving permits by Sch. 5 para. 5(a)). No warning-triangle or reflective-vest carriage requirement was found in Gibraltar law — those are Spanish requirements and matter only if you cross the frontier.
• Drink-driving: Maximum 35 microgrammes of alcohol in 100 ml of breath, 80 mg in 100 ml of blood, or 107 mg in 100 ml of urine (Traffic Act 2005 s.73(1), "the prescribed limit"). Zero is safest. Driving or attempting to drive over the limit: fine at level 5 on the standard scale (GBP 10,000) and/or 6 months' imprisonment (s.63(1)(a)); in charge only: level 4 (GBP 4,000) and/or 3 months (s.63(1)(b)). Both are disqualification/endorsement offences under the Schedule to the Act.
• Speed limits: Drive on the right. Gibraltar Highway Code rule 101: "Where there are no signs indicating the speed limit, the maximum national speed limit in Gibraltar is 50kmph. Buses and all vehicles [over the stated weight] ... limit of 35kmph." Signed 30 km/h zones exist. Speeding is a level 3 fine (GBP 1,000), doubled on repeat (s.44).
• Drive on the right — Gibraltar is the one British Overseas Territory in Europe that does. Highway Code rule 139: "keep to the right, unless road signs or markings indicate otherwise". The road network is tiny and congested; watch for pedestrians, scooters, and airport-runway crossing closures.
• Carry the original licence (and IDP if you have one), the vehicle registration, rental agreement and insurance. Police may demand production of a visitor's driving permit exactly as they may a Gibraltar licence.
• The frontier with Spain is a separate legal check, not a formality: Spain applies its own rules on IDPs, warning triangles/V-16 beacons and reflective vests, and queues at the border can be long.
