Do you need an International Driving Permit in Niue?

An International Driving Permit has no legal standing in Niue and does not authorise driving. Niue is not a party to the 1949 Geneva or 1968 Vienna road-traffic conventions (New Zealand's 1958 accession to the 1949 Convention carries no territorial declaration extending it to Niue). Every driver, including every visitor, must obtain a Niue Driver's Licence from the Niue Police Department; the overseas licence is the document the Niue licence is converted from, not a driving entitlement in its own right.

• Tourists and short-term visitors: your national licence and an IDP do not authorize driving here on their own — for almost every origin, driving requires a document the destination itself issues. The answer below names it; check with the destination’s authorities whether a visitor can obtain one before you travel.

There is no period during which a foreign licence alone is valid - a Niue Driver's Licence is required of all drivers. Is Niue a party to the 1949 or 1968 Road Traffic Convention?

The two United Nations Conventions on Road Traffic have different answers in Niue, and only one of them is settled. The 1968 Vienna Convention does not apply: the UN depositary record shows no participation extending to Niue, and the state responsible for its international relations is either not a party or expressly did not extend its own participation. The 1949 Geneva Convention is the open question — we could not establish whether it applies in Niue, and that is a gap in what we could confirm rather than a finding either way. Treat any International Driving Permit requirement here as unconfirmed and check with the authorities before you travel.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Niue with your country's licence?

This answer is for tourists and temporary visitors. Moving to Niue as a resident? Different rules apply — see the residents section below. Niue requires every driver, resident or visitor, to hold a Niue Driver's Licence issued by the Niue Police Department. Neither a foreign driving licence nor an International Driving Permit authorises driving on its own - the overseas licence is simply converted, over the counter, into a Niue licence costing NZ$22.50 and valid for one year. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Niue? Rules for new residents

Residents are licensed by the Niue Police Department under the Driver's Licensing Regulations 2011. Resident licences moved from annual renewal to a five-year renewal cycle, phased in from 2011 by surname initial and restarting in the same order at the end of each five-year period. Published fees: annual licence NZ$12.00, five-yearly licence NZ$60.00, reissue of a licence NZ$22.50 (all inclusive of 12.5% Niue Consumption Tax). Unofficial legal database.

Driving rules in Niue tourists get fined for

• Mandatory equipment: Carry the Niue Driver's Licence and the overseas licence; motorcycle helmets are compulsory. The vehicle must hold a current warrant of fitness - the driver is responsible for checking this, and driving without one is a NZ$50 infringement.
• Drink-driving: Unverified - no current Niue statutory blood-alcohol threshold could be confirmed from an official source; the Transport Act 1965 consolidated text was not retrievable. Do not drink and drive; assume enforcement and confirm the current limit with Niue Police. Not published in the Niue Police infringement schedule; drink-driving is dealt with beyond the infringement tariff and can bring court, licence, rental and insurance consequences.
• Speed limits: Statutory basic speed limits: 20 km/h within 50 metres of schools, 20 km/h in congested areas, 40 km/h in villages, 60 km/h outside villages. Village roads are often narrow and may require slower speeds than the posted maximum.
• Get the Niue Driver's Licence before you drive at all - not just before a long trip. The Niue Police Station at Fonuakula, Alofi is generally open Monday to Thursday only, roughly 08:00-16:00, so arrivals on a Friday, at a weekend or on a public holiday may face days with no lawful way to drive. Plan the licence visit as the first errand after arrival and arrange a transfer from the airport.
• Bring a copy of your overseas licence, expect to complete a written application form and have your photograph taken, and expect to pay NZ$22.50 by card or cash. The licence is issued over the counter and is valid for one year.
• Drive on the left, but give way to the right - including when turning at intersections. If you are turning left and an oncoming vehicle has indicated to turn right, you must give way to it. This reverses the priority most left-hand-drive-country visitors expect and failing to give way is a NZ$75 infringement.
• Most Niue traffic offences are infringements rather than criminal offences, but contesting one means attending court in Niue in person within 15 days - impractical for a short visit, so budget to pay rather than dispute.
• Avoid night driving where possible. Road conditions and street lighting are poor, there are few footpaths, and pedestrians or animals may be on the road.
• Use only the vehicle classes covered by your licence; a car entitlement does not automatically cover a scooter or motorcycle. Confirm the class endorsement when the Niue licence is issued.
