Driving in Saudi Arabia: key facts

Do you need an International Driving Permit in Saudi Arabia?

Article 42 of the Traffic Law validates both an international driving licence and a foreign (national) driving licence, so an IDP is not legally required. What is required by the General Directorate of Traffic (Muroor) is that the foreign licence — or the IDP itself, for holders of a tourist visa — be translated into Arabic by an accredited body. Saudi Arabia acceded to the 1968 Vienna Convention on 12 May 2016 and is not a party to the 1949 Geneva Convention, so where an IDP is used the 1968 booklet is the correct instrument; travellers from 1949-only issuing states (e.g. the United States of America, Japan) should not rely on the 1949 booklet alone and should carry the national licence with an accredited Arabic translation. Muroor has also stated that an IDP issued inside a GCC country is not recognised for driving within GCC countries, including Saudi Arabia. Rental companies routinely ask for an IDP regardless of the legal position.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original national licence, an accredited Arabic translation of it, a 1968 IDP if you have one, your passport and entry stamp (the one-year clock runs from the entry date, so you may be asked to prove it), the rental contract, registration and insurance. Confirm before collection that the rental company accepts your issuing country and document format.

How long can you drive in Saudi Arabia with a foreign licence?

A foreign (national) or international driving licence is valid for one year from the date the holder enters the Kingdom, or until that document expires, whichever comes first. The licence must match the category of vehicle driven and must carry an accredited Arabic translation. Licences issued by GCC states are exempt from the one-year cap and remain valid for their full validity period. (Saudi Traffic Law, Article 42)

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Saudi Arabia with your country's licence?

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Saudi Arabia? Saudi Arabia's official IDPs are issued by Saudi Automobile Association (SATA) — applications are accepted online. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Saudi Arabia? Rules for new residents

Different clock from the visitor rule. A resident (Iqama holder) whose one-year post-entry window has run out must obtain a Saudi driving licence through the General Department of Traffic via the Absher-linked service process (medical examination, training and traffic appointments). GCC nationals are exempt and may keep driving on their home GCC licence for its full validity. Official source.

Driving rules in Saudi Arabia tourists get fined for

• Mandatory equipment: WHO 2023 confirms a seat-belt law applying to front and rear occupants, a motorcycle helmet law applying to riders and passengers, and a ban on hand-held mobile phone use. The compulsory in-car emergency-equipment inventory was not verified; before accepting a rental, check for a warning triangle, first-aid kit, spare tyre or repair kit, jack and adequate water.
• Drink-driving: Alcohol is prohibited in Saudi Arabia. The WHO 2023 profile records no numeric BAC limit for the general population and flags the country as one where alcohol consumption is prohibited. Treat the operational limit as zero and do not drive after any alcohol exposure. Alcohol possession and use carry criminal as well as traffic consequences; no simple BAC fine should be presented to readers.
• Speed limits: Follow posted signs. WHO 2023 records national maxima of 80 km/h urban and 120 km/h rural for passenger cars, with no national motorway maximum reported and local authorities able to set road-specific limits.
• Carry the original national licence, an accredited Arabic translation of it, a 1968 IDP if you have one, your passport and entry stamp (the one-year clock runs from the entry date, so you may be asked to prove it), the rental contract, registration and insurance. Confirm before collection that the rental company accepts your issuing country and document format.
• Traffic keeps to the right; posted signs control. The WHO 2023 road-safety profile for Saudi Arabia records a maximum urban speed limit of 80 km/h and a maximum rural limit of 120 km/h for passenger cars; no national motorway maximum is reported, and local authorities may set road-specific limits, so signed limits govern.
• Rental desks typically apply stricter rules than the law: minimum age around 21, a passport with at least six months' validity, a visa copy, and where an IDP is used, at least three months of remaining IDP validity.
• Long desert distances, extreme heat, sand and dust make breakdowns genuinely dangerous. Carry water, keep a conservative fuel reserve, monitor weather and never leave a disabled vehicle without a safe plan.
