Driving in Oman: key facts

Do you need an International Driving Permit in Oman?

An IDP is not the basis of the right to drive in Oman — a valid national licence is. UK government guidance states verbatim: “You can use a UK photocard driving licence to drive a rental car in Oman for the first 6 weeks after you arrive.” Carry an IDP when your licence is not issued in English or Arabic, or is an old paper licence. On treaty status: Oman acceded to the 1968 Vienna Convention (Royal Decree 20/2020, in force 9 June 2021) and is not a party to the 1949 Geneva Convention (verified against the UN depositary status list). Despite that, UK guidance still names “the 1949 version of the international driving permit (IDP)” for paper-licence holders, and hire desks in practice accept either booklet — so both formats are listed here. Confirm the format with the hire company before travel.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: After a serious crash, stay at the scene and call 9999 unless someone needs urgent medical help. Keep the minor-accident form supplied by the insurer or rental company in the car; police documentation is normally required before a damaged hire car can be repaired or returned.

How long can you drive in Oman with a foreign licence?

Short visitor stays only. The one officially documented figure is the UK government's: a UK photocard licence may be used to drive a rental car “for the first 6 weeks after you arrive”, and “if you live in Oman or are staying longer than 6 weeks, you must get an Omani licence.” Omani press reporting Royal Oman Police statements (2023 and 2024) describes a more generous rule — any visitor on a tourist or transit visa may drive on a valid home-country licence for up to three months from entry — but this could not be verified on a Royal Oman Police page. Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Oman with your country's licence?

Oman lets visitors drive on the valid national driving licence issued by their home country — there is no approved-country list and no treaty gate. UK government guidance confirms verbatim that a UK photocard licence alone, with no IDP, covers a rental car for the first 6 weeks after arrival; Royal Oman Police has been reported as allowing any visitor on a tourist or transit visa to drive for up to three months, though that figure is unverified at source. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Oman? Oman's official IDPs are issued by Oman Automobile Association (OAA). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Oman? Rules for new residents

A separate and much shorter clock than the visitor one. Taking up residence in Oman ends visitor authority — an IDP does not extend it. UK guidance is explicit: if you live in Oman or stay longer than 6 weeks you must obtain an Omani driving licence. This is a residence clock, not a tourist clock: it starts when you become resident, regardless of how much of any visitor allowance remains. Foreign-government travel advice.

Driving rules in Oman tourists get fined for

• Mandatory equipment: Carry the original national driving licence, an IDP where the licence is not in English or Arabic (or is a paper licence), passport with the entry stamp or Omani ID card, the rental agreement and insurance certificate, and the insurer's accident form. For desert or mountain routes add water, a tow rope, a tyre-deflation gauge, a spare tyre and a means of communication.
• Drink-driving: Effectively zero tolerance. UK government guidance: being “tested and found to have any alcohol in your system” can bring a fine and possible imprisonment. Do not drive after any alcohol. Fine and possible imprisonment; drink-driving is treated as a serious offence and falls within the general traffic-penalty ceiling of up to 3,000 Omani rials or up to 3 years' imprisonment.
• Speed limits: Drive on the right. Obey posted km/h limits — Oman uses extensive fixed-camera and radar enforcement, and many vehicles have an audible over-speed warning. Fines are issued to the registered keeper, which for a hire car means the rental company will bill you.
• Seat belts are compulsory for all occupants, children aged three and under must be in child car seats, and handheld mobile-phone use while driving is illegal.
• Never drive into or across a flooded wadi. Wadis (dry riverbeds) flash-flood after heavy rain, mainly from October to March. Desert and mountain routes need a properly equipped four-wheel-drive vehicle, water, recovery gear, communications and a planned route.
