Driving in Hungary: key facts

Do you need an International Driving Permit in Hungary?

An IDP is not a blanket legal requirement. Section 17 of Government Decree 326/2011 (consolidated, time-version 2026.02.26) accepts: (b) EEA licences; (a) licences issued by countries party to the 1968 Vienna Convention or the 1949 Geneva Convention — but under s. 17(2a) such a licence must either match the convention model licence, have category markings mappable to the convention categories, be accompanied by a 1949/1968 IDP, or be accompanied by an attested Hungarian translation; and (d) any other valid foreign licence accompanied by an attested Hungarian translation from which the entitlement can be ascertained. Hungary promulgated the 1949 Geneva Convention by Act LXXV of 2019, so the Geneva route is written directly into s. 17(2)(a)(ab), not merely implied via treaty relations. Licence entries must be in Latin letters or repeated in Latin (s. 17(1)). Always carry the underlying national licence with any IDP.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• EU / EEA licence holders: no IDP needed — A valid EEA licence is recognized and is exempt from the one-year naturalization rule (s. 17(4) covers only s. 17(1), (2)(a) and (2)(d) licences; s. 17(5) exempts EEA licences within their validity).

How long can you drive in Hungary with a foreign licence?

Unless an international treaty provides otherwise, a foreign licence used under s. 17(1), 17(2)(a) (convention route) or 17(2)(d) (translation route) entitles driving for one year from the start of the stay in Hungary; after that it must be naturalized to a Hungarian licence on application. EEA licences are exempt and valid within their own validity period. (Government Decree 326/2011, s. 17(4)-(5))

Is Hungary a party to the 1949 or 1968 Road Traffic Convention?

Hungary is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Hungary accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Hungary with your country's licence?

Hungary accepts EEA licences without a naturalization time limit, and licences from 1949 Geneva / 1968 Vienna convention countries when the licence matches the convention model or its categories are identifiable — otherwise with a 1949 or 1968 IDP or an attested Hungarian translation. Licences from non-convention countries are valid only with an attested Hungarian translation. Non-EEA recognition lasts one year from the start of the stay, after which the licence must be naturalized. Rules change — confirm with official sources before you travel. Last verified: July 2026.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Hungary? Hungary's official IDPs are issued by Kormanyablak (Government Window) district document offices. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Hungary? Rules for new residents

Two different clocks: visitors/new arrivals on non-EEA routes get one year from the start of the stay (s. 17(4)), after which naturalization is required; EEA licences stay valid per their own validity, but an EEA licence without a document expiry date must be exchanged two years after the holder establishes normal residence in Hungary (s. 17(5)). Driving rules in Hungary tourists get fined for

• Mandatory equipment: Warning triangle, seat belts and appropriate child restraints. Daytime running lights or dipped headlights mandatory outside built-up areas during daylight.
• Drink-driving: 0.0 for all drivers (standard, novice and professional). Sanctions scale with the measured alcohol level and circumstances; driving under the influence can be a criminal offence. No single figure is quoted because the official pages do not publish one consolidated penalty table.
• Speed limits: Passenger-car defaults: 50 km/h built-up, 90 km/h outside built-up areas, 110 km/h expressways, 130 km/h motorways (Your Europe lists motorways/expressways as 110-130); posted signs control.
• Carry the original valid national licence, passport or identity document, and any IDP or attested Hungarian translation used to meet the recognition rule. Hungary's no-carry exemption applies to entitlements recorded in the Hungarian register (checkable electronically by police), not to foreign documents.
• Hungary has zero alcohol tolerance (0.0) for standard, novice and professional drivers alike.
• Daytime running lights or dipped headlights are mandatory outside built-up areas in daylight. Carry a warning triangle, use seat belts and appropriate child restraints, and use a phone only with a hands-free system.
