Driving in Cook Islands: key facts

Do you need an International Driving Permit in Cook Islands?

The Cook Islands is not a party to the 1949 Geneva or 1968 Vienna road-traffic conventions (checked against the UN Treaty Collection status list), so no IDP carries treaty force here. Recognition is purely a local approved-list rule: a visitor over 16 holding a full, current licence from Australia, Canada, an EU member state, Japan, New Zealand, Norway, Switzerland, the United Kingdom or the United States of America may drive for up to six months. If that licence is not in English it must be accompanied by a certified translation; the Cook Islands Tourism guidance names an IDP as an acceptable form of that translation, and in practice either a 1949 or a 1968 booklet serves that purpose. An IDP on its own never authorises driving: a holder of a licence from any jurisdiction outside the named list must sit a theory and practical test at Cook Islands Police and obtain a Cook Islands visitor licence, and an IDP does not substitute for it.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original full licence plus a certified English translation or IDP if it is not in English, together with passport, rental agreement and insurance papers.
• EU / EEA licence holders: no IDP needed — Local approved-list recognition, not application of EU law.

How long can you drive in Cook Islands with a foreign licence?

Up to six months on a full licence from an approved jurisdiction, provided the licence does not expire and is not revoked, suspended or disqualified during that period. Is Cook Islands a party to the 1949 or 1968 Road Traffic Convention?

The two United Nations Conventions on Road Traffic have different answers in Cook Islands, and only one of them is settled. The 1968 Vienna Convention does not apply: the UN depositary record shows no participation extending to Cook Islands, and the state responsible for its international relations is either not a party or expressly did not extend its own participation. The 1949 Geneva Convention is the open question — we could not establish whether it applies in Cook Islands, and that is a gap in what we could confirm rather than a finding either way. Treat any International Driving Permit requirement here as unconfirmed and check with the authorities before you travel.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

The Cook Islands is not a party to any road-traffic convention. It runs its own approved list: a full licence from Australia, Canada, an EU member state, Japan, New Zealand, Norway, Switzerland, the UK or the USA lets a visitor over 16 drive for up to six months. The licence must be in English or carry a certified translation (an IDP counts), and must already cover the exact vehicle class. Everyone else - and anyone wanting a scooter without the home class - must sit a theory and practical test at Cook Islands Police and obtain a Cook Islands visitor licence; an IDP alone will not do. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Cook Islands? We could not identify an authorized IDP issuer for Cook Islands, so an IDP may have to be obtained elsewhere — check with the licensing authority before you travel.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Cook Islands? Rules for new residents

A Cook Islands licence (or visitor licence) is required by anyone whose licence was issued outside the approved list, anyone holding a restricted or provisional overseas licence, anyone wanting a class their home licence does not cover (most commonly a scooter or motorcycle), and anyone still driving after the six-month visitor window or on taking up residence. Driving rules in Cook Islands tourists get fined for

• Mandatory equipment: Helmets are compulsory on Rarotonga for riders and passengers on a motorcycle, scooter or electric bike (NZD 250 fine). The mandate does not extend to the outer islands, where helmets are strongly encouraged. Carry rental and insurance papers.
• Drink-driving: Drink-driving is an offence, but no current numeric BAC or breath-alcohol threshold could be verified from an official Cook Islands source (the Transport Act 1966 consolidated text was not retrievable and the Ministry of Transport legislation page publishes only PDF links). Treat zero alcohol as the safe rule and confirm locally. Not verified. Penalty bands were not obtainable from an official source; confirm with Cook Islands Police.
• Speed limits: Drive on the left. The Ministry of Transport states a maximum of 30 km/h in the main township and 50 km/h in the villages around the rest of the island. Widely used secondary guidance instead reports 30 km/h in Avarua and Muri, 40 km/h through villages and most of Aitutaki, and 50 km/h outside populated areas - obey posted signs. The earlier 'school zones' figure was unsourced and has been removed.
• Carry the original full licence plus a certified English translation or IDP if it is not in English, together with passport, rental agreement and insurance papers.
• A car entitlement does not authorise a scooter or motorcycle. If the home licence lacks the motorcycle class, obtain the local class through Cook Islands Police before riding - this is the single most common enforcement and insurance failure for visitors.
• Drive on the left and take special care at night: road condition, street lighting and footpaths are limited, and pedestrians and animals are on the carriageway.
• A UK photocard driving licence is expressly usable in the Cook Islands per current UK FCDO advice; older UK paper licences may need to be updated to a photocard or paired with the correct IDP version.
