Driving in New Caledonia: key facts

Do you need an International Driving Permit in New Caledonia?

An IDP is not strictly required. Article 38 of Deliberation No. 300 of 23 February 2018 offers three alternatives for a stay of under 185 days: a home licence written in French, or the licence with an official French translation, or the licence with an international driving permit issued by the country of origin. The text says only 'un permis de conduire international delivre par le pays d'origine' - it does not name a convention, so a 1949 Geneva IDP and a 1968 Vienna IDP both fit the wording. Separately, UK government travel advice tells UK licence holders to carry the 1968 IDP together with the UK licence; that is UK issuing-side guidance, not a New Caledonia acceptance rule. Warning for residents: article 39 states the IDP is neither recognised nor exchanged for people who acquire normal residence in New Caledonia.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: UK government guidance: 'Hire car companies often have stricter requirements for their customers, such as a year of driving experience, a higher minimum age and holding an IDP.' Assume a rental desk will want an IDP even though the law also allows an official French translation.
• EU / EEA licence holders: no IDP needed.

Is New Caledonia a party to the 1949 or 1968 Road Traffic Convention?

New Caledonia is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types New Caledonia accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in New Caledonia with your country's licence?

New Caledonia is a French overseas collectivity with its own road-licensing law. Under article 38 of Deliberation No. 300 of 23 February 2018, anyone staying less than 185 days may drive on their home national licence, from any country, provided the licence is valid for the vehicle category and is either written in French, or accompanied by an official French translation, or accompanied by an international driving permit issued by the country of origin. The IDP is one of three alternatives, not a hard legal requirement - but for a non-French licence it is the simplest of the three, and UK government guidance tells UK drivers to carry the 1968 IDP with their licence. EU/EEA licences (art. 31) and French / French-overseas licences (art. 29) have their own unconditional recognition. Residents are on a different and stricter regime: a one-year clock from acquiring normal residence, translation only, and no IDP. Rules change — confirm with official sources before you travel. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from New Caledonia? New Caledonia's official IDPs are issued by Government of New Caledonia — Direction des Infrastructures, de la Topographie et des Transports Terrestres (DITTT). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to New Caledonia? Rules for new residents

A licence from a state outside arts. 29 and 31 remains valid in New Caledonia only until one year after normal residence is acquired (art. 33-I); after that it must have been exchanged. To be recognised during that year it must meet art. 34: issued by the state of the holder's normal residence, in force, obtained before the New Caledonia residence permit took effect, and written in French or accompanied by an official French translation - note there is no IDP alternative in art. 34, and art. 39 says an IDP is neither recognised nor exchanged for people acquiring normal residence. EU/EEA licences (art. 31) and French / French-overseas licences (art. 29) are recognised without a one-year cut-off, and exchange is optional. Official source.

Driving rules in New Caledonia tourists get fined for

• Mandatory equipment: Carry the original home licence plus whichever art. 38 limb you rely on (French-language licence, official French translation, or IDP), together with passport, rental agreement, registration and insurance documents. Use seat belts and approved child restraints.
• Drink-driving: The enforceable alcohol limit is lower than in England and Wales - UK guidance describes the trigger as more than two-thirds of the England and Wales limit. Treat it as effectively zero tolerance; the exact numeric threshold in the New Caledonia code de la route was not verified. UK government guidance states a driver found over the threshold 'may get a fine and possible imprisonment'. Numeric tariffs under New Caledonia law were not verified.
• Speed limits: Drive on the right, overtake on the left, and obey posted limits. Specific numeric limits were not verified against the New Caledonia code de la route.
• UK government guidance: 'You'll need to have both the 1968 version of the international driving permit (IDP) and your UK driving licence with you in the car. You cannot buy an IDP outside the UK, so get one before you travel'.
• UK government guidance: 'Hire car companies often have stricter requirements for their customers, such as a year of driving experience, a higher minimum age and holding an IDP.' Assume a rental desk will want an IDP even though the law also allows an official French translation.
• UK government guidance on the political situation: significant unrest took place in 2024 including protests and blockades, some violent; tensions have now decreased, but protests can still start with little or no warning, and routes to the airport and other roads previously blockaded carry a higher risk. Place names flagged include Noumea, St Louis, Kone, Bourail, Farino and Boulouparis. Follow police and local authority instructions.
• DITTT is the competent authority for licences and confirms Deliberation No. 300 of 23 February 2018 is the governing text: 'Les conditions d'etablissement, de delivrance, de reconnaissance et de validite des permis de conduire sont fixees par la deliberation n 300 du 23 fevrier 2018'.
