Driving in Tonga: key facts

Do you need an International Driving Permit in Tonga?

Tonga is party to neither the 1949 Geneva nor the 1968 Vienna Convention on Road Traffic (checked against the UN Treaty Collection status lists on 2026-07-29 — Tonga appears in neither). No IDP therefore has treaty standing in Tonga, and no IDP is legally required. Tonga instead recognises the foreign national licence itself: UK government guidance states 'You can drive using your UK driving licence', and Canadian government guidance states 'You can drive using a Canadian driver's licence for up to 12 months'. An IDP or certified English translation has value only as a translation document for a licence not issued in English. Carry the original licence at all times.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original licence, passport, rental agreement, registration and insurance. Confirm with the rental operator before arrival which licences they accept and whether they will require a Tongan Visitor's Driving Licence.

How long can you drive in Tonga with a foreign licence?

Up to 12 months from arrival on the foreign national licence, per current Canadian government guidance; the UK states the national licence may be used without giving a period. Third-party Tongan travel guides report that the 12-month rule applies to nationals of countries that do not need a visa in advance, and that other visitors must buy a Tongan Visitor's Driving Licence (reported as valid three months, issued by the Ministry of Infrastructure in Nuku'alofa). That split could not be confirmed against any Tongan statute or ministry page and is flagged as an open question. Is Tonga a party to the 1949 or 1968 Road Traffic Convention?

Tonga is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Tonga, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Tonga? Tonga's IDPs are issued by Land Transport Division, Ministry of Infrastructure. Official site. Tonga is party to neither road-traffic convention, so the permit is issued outside the UN convention framework and is not an official convention IDP — check that your destination accepts it.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Tonga? Rules for new residents

A person settling in Tonga should obtain a Tongan driving licence rather than rely on the visitor allowance. The 12-month figure quoted by foreign ministries is a visitor allowance measured from arrival, not a residence clock — do not read it as a grace period that restarts on a new residence permit. Driving rules in Tonga tourists get fined for

• Mandatory equipment: Front-seat belts are mandatory for driver and front passenger. Carry the complete vehicle documents (registration, insurance, rental agreement). No warning-triangle, hi-vis or first-aid-kit carriage requirement is asserted — none was verifiable, and a breakdown-equipment claim made elsewhere is unsourced.
• Drink-driving: Legal blood alcohol limit 0.03%. Canadian government guidance states: 'Tonga has very strict rules regarding impaired driving. Local authorities conduct random breath alcohol testing. The legal blood alcohol limit is 0.03%.' Effectively a do-not-drink-and-drive country. No current published penalty figure for drink-driving was located in a reachable official source. Expect fines and licence consequences; confirm locally.
• Speed limits: Drive on the left. Speed limits are low and traffic police can issue on-the-spot fines for exceeding them. No verified numeric urban/open-road limits were found in a reachable official source.
• Carry the original licence, passport, rental agreement, registration and insurance. Confirm with the rental operator before arrival which licences they accept and whether they will require a Tongan Visitor's Driving Licence.
• All drivers and front-seat passengers must wear seat belts, and hand-held phone use while driving is illegal.
• Avoid driving at night: inland roads can be narrow and potholed, lighting is poor, and livestock, pedestrians and children enter the road near villages.
• A Tongan Visitor's Driving Licence is reported to be obtainable at the Ministry of Infrastructure in Nuku'alofa on presentation of a full valid foreign licence (plus an IDP or English translation if the licence is not in English). If in any doubt about whether your nationality qualifies for the 12-month allowance, buying it on arrival is the cheap safe option.
