Do you need an International Driving Permit in United Kingdom?

An IDP is not legally required to drive in Great Britain. SI 1975/1208 art 2(1) makes it lawful for a person resident outside the UK who is temporarily in Great Britain to drive holding either (a) a 'Convention driving permit' (an IDP under the 1926 Paris, 1949 Geneva or 1968 Vienna conventions — Forms A, B or C, art 2(7) and Sch 1) or (b) 'a domestic driving permit issued in a country outside the United Kingdom' — i.e. any foreign national licence, with no convention gate and no language/script condition (Georgia-style open recognition, but capped at 12 months from last entry). All three IDP types (1926, 1949 and 1968) are accepted.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Rental companies apply their own rules on top of the law: typically minimum age 21–25 with young-driver surcharges, licence held 1+ years, and they commonly ask for an IDP or certified translation when the licence is not in the Latin alphabet or has no photo — even though the law requires neither.
• EU / EEA licence holders: no IDP needed — The UK is not in the EU/EEA — recognition comes from retained UK domestic law (s.99A 'Community licence' provisions), not EU reciprocity.

12 months from the date of last entry into the United Kingdom (an entry clock, not a residence clock; it restarts on re-entry). Applies to any foreign licence — convention membership irrelevant. Is United Kingdom a party to the 1949 or 1968 Road Traffic Convention?

United Kingdom is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types United Kingdom accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in United Kingdom with your country's licence?

Great Britain has one of the most open visitor regimes in Europe: any full, valid foreign licence — from any country, in any language — lets you drive for 12 months from your last entry into the UK (SI 1975/1208 art 2), and the clock restarts each time you re-enter. No IDP is legally required, though the UK accepts all three types (1926, 1949 and 1968) and rental desks often ask for one with non-Latin-script licences. EU/EEA licence holders drive under retained domestic law (RTA 1988 s.99A) with no formality. The 12-month limit for new residents runs from the residence date instead, after which only licences from the EU/EEA, the Crown Dependencies or one of 23 designated countries/territories can be exchanged without a test — and 13 of those 23 carry restrictions (translations, letters of entitlement, automatic-only or car-only exchanges). Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from United Kingdom? United Kingdom's official IDPs are issued by Driver and Vehicle Licensing Agency (DVLA), via PayPoint retail network. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Which countries can convert a licence in United Kingdom without an exam?

A new GB resident may drive on any full, valid foreign licence for 12 months from the date of becoming resident (gov.uk tool verbatim: 'You can drive in Great Britain on your full and valid licence for 12 months from when you became resident'; the same tool defines residence as living in GB '185 days in each calendar year'). What happens after depends on origin: (1) EU/EEA — keep driving until age 70 (or 3 years if 67+ on arrival), exchange without test any time; (2) NI / Jersey / Guernsey / Isle of Man / Gibraltar or a 'designated country or territory' — must exchange without a test after the 12 months; the exchange window is 5 years from becoming resident, after which a full GB theory + practical test is required; (3) any other country (incl. USA, China, India, Russia, Brazil…) — no exchange exists: after the 12 months you must get a GB provisional licence and pass both GB tests. Special case: Ukraine-visa-scheme residents may drive at least 3 years from becoming resident, and per the GB exchange tool 'may be able to use it for 4 years and 6 months depending on when you successfully applied for entry clearance or permission to stay'. Exchange fee £43 (form D1 for car/motorcycle; D2 pack for lorry/bus routes).

Enumerated and counted from the live gov.uk exchange tool (designated-country dropdown fetched twice via page + GOV.UK content API, 2026-07-28): 23 designated entries = 10 general + 13 restricted above (an earlier count of '15 general + 8 restricted' was wrong — the per-country GB outcomes show Australia, Japan, New Zealand, Republic of Korea and South Africa all carry restrictions). Gibraltar appears both in the dropdown and in the Crown-Dependencies route. Legal basis: designations under RTA 1988 s.108(2)(b) via the Driving Licences (Exchangeable Licences) Orders — most recently SI 2021/537 (Cayman Is., N. Macedonia, Taiwan, Ukraine, UAE; in force 20 May 2021, verified from art 1) and SI 2025/811 (Moldova, category B, in force 31 Jul 2025, verified from art 2). All designated-country exchanges: within 5 years of residence; driving allowed only for the first 12 months pre-exchange. EU/EEA + NI/Jersey/Guernsey/IoM licences are exchangeable outside this designated list. Northern Ireland (DVA) runs a parallel scheme with a shorter list — 21 entries on nidirect as of 2026-07-28, not including Republic of Moldova (confirmed absent) — and NI-specific motorcycle limits (A1 cap for Cayman Islands and UAE; no motorcycle exchange for Faroe Is., Korea, N. Macedonia, Taiwan, Ukraine). Official source.

Driving rules in United Kingdom tourists get fined for

• Mandatory equipment: No warning triangle, hi-vis vest, first-aid kit or spare-bulb kit is legally required to be carried in a private car — unusually for Europe. Seat belts compulsory for all occupants (RTA 1988 s.14). Traffic drives on the left.
• Drink-driving: England, Wales & NI: 80 mg alcohol / 100 ml blood (35 µg/100 ml breath, 107 mg/100 ml urine) — RTA 1988 s.11(2). Scotland is stricter: 50 mg/100 ml blood (22 µg/100 ml breath, 67 mg/100 ml urine) — Road Traffic Act 1988 (Prescribed Limit) (Scotland) Regulations 2014 (SSI 2014/328) reg 2, in force 5 Dec 2014: '22 microgrammes of alcohol in 100 millilitres of breath; 50 milligrammes of alcohol in 100 millilitres of blood; or 67 milligrammes of alcohol in 100 millilitres of urine'. Driving/attempting to drive over the limit (RTA 1988 s.5(1)(a)): up to 6 months' imprisonment and/or a fine at level 5 (unlimited in England & Wales since LASPO 2012 s.85), penalty points 3–11, disqualification obligatory (RTOA 1988 Sch 2, verified: '6 months or level 5 on the standard scale or both', obligatory disqualification); gov.uk drink-driving-penalties verified: ban at least 1 year, 3 years if convicted twice in 10 years.
• Speed limits: National limits for cars (gov.uk/speed-limits table): 70 mph (112 km/h) motorways and dual carriageways, 60 mph (96 km/h) single carriageways, 30 mph (48 km/h) built-up areas in England, Scotland and Northern Ireland — but 20 mph (32 km/h) in built-up areas in Wales (default on restricted roads since Sep 2023).
• Rental companies apply their own rules on top of the law: typically minimum age 21–25 with young-driver surcharges, licence held 1+ years, and they commonly ask for an IDP or certified translation when the licence is not in the Latin alphabet or has no photo — even though the law requires neither.
• London operates camera-enforced charge zones — Congestion Charge (central London) and ULEZ (whole Greater London) — penalties are mailed via the rental company with an admin fee; several other cities (Birmingham, Bristol, Bath, Glasgow, Edinburgh…) have Clean Air / Low Emission Zones.
• Visitors' foreign licences are routinely accepted at police checks within the 12-month window; the practical risk area is insurance — a foreign-registered vehicle needs a green card or other proof of insurance (EU/Andorra/Iceland/Liechtenstein/Norway/Serbia/Switzerland-insured vehicles may carry either); from the tool: 'Green cards from Belarus or Russia are not accepted in Great Britain'.
