How to get an International Driving Permit in Canada?

According to the Vienna Convention of 1968, International Driving Permits (IDPs) are authorized to be issued by national governments or designated organizations. In most countries, this function is carried out by automobile associations affiliated with the AIT/FIA, the police, or other authorized entities. To obtain an International Driving Permit in Canada, you must possess a local license and apply to the relevant authorities here (please notify us if the link is not working). Do you need an International Driving Permit in Canada?

Canada has no single visitor-licence rule because provinces and territories license drivers. A valid national licence is enough for a short visit in every jurisdiction checked, especially when written in English or French. An IDP becomes mandatory in specific circumstances: Ontario requires one for a foreign visitor staying more than 3 months, and Quebec requires one after 6 months for all foreign licences (for non-English/French licences the SAAQ additionally 'strongly recommends' an IDP from arrival). Alberta strongly recommends one for a non-English licence; Manitoba requires a translation (not necessarily an IDP) if the licence is not in English or French; Saskatchewan and PEI expect an IDP or acceptable translation with a non-English/French licence. Carry the original licence with any IDP.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) β€” the oldest predates the United Nations itself, and only the latter two were concluded under it β€” countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next β€” even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights β€” you carry both β€” and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

The rule in each province or territory

Provinces and territories license drivers in Canada, and the visitor clock runs from three months to twelve depending on which one you are in, with Saskatchewan running none for as long as you remain a visitor. Ontario and Quebec make the International Driving Permit decisive once a stay runs long, New Brunswick, Prince Edward Island and Yukon want it whenever the licence is not in English or French β€” New Brunswick taking an official translation instead β€” while Manitoba will not treat it as an official translation at all and Nova Scotia refuses it for a licence exchange.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you β€” you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence β€” by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

  • Travelling from Canada? Canada's official IDPs are issued by Canadian Automobile Association (CAA). Official site.
  • Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs β€” a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document β€” a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Canada? Rules for new residents

Residence clocks and exchange agreements are provincial/territorial and run on a different clock from the visitor rules. Examples: Ontario new resident 60 days; British Columbia 90 days ('After moving here, you have 90 days to switch your valid licence to a B.C. driver's licence'); Alberta 90 days; Saskatchewan 90 days; Quebec generally 6 months; Manitoba 3 months; PEI 4 months; Nova Scotia up to 180 days on its current exchange page; NL 3 months. No national test-exempt conversion list exists. Each licensing authority maintains its own reciprocity list and class limits. Official source.

Driving rules in Canada tourists get fined for

  • Mandatory equipment: Seat belts and child restraints are mandatory under provincial law. No universal national triangle/vest/extinguisher carry rule was found. Transport Canada recommends a winter emergency kit (see practice notes for verified contents).
  • Drink-driving: Federal Criminal Code offence at 80 mg alcohol per 100 ml blood (0.08) within two hours of driving (s 320.14(1)(b): 'has, within two hours after ceasing to operate a conveyance, a blood alcohol concentration that is equal to or exceeds 80 mg of alcohol in 100 mL of blood'), or impairment to any degree. Provinces impose earlier administrative sanctions, commonly beginning at 0.05, and zero limits for novice/young and some professional drivers. Federal Criminal Code s 320.19: first offence minimum fine CAD 1,000; minimum CAD 1,500 at 120-159 mg/100 ml and CAD 2,000 at 160 mg/100 ml or more. Provincial immediate suspensions, towing, impoundment and additional penalties also apply.
  • Speed limits: Province/territory and posted-road rules control. Ontario unsigned defaults are 50 km/h in cities/towns/villages and 80 elsewhere; freeways are commonly posted 100 or 110. Other provinces/territories differ, so signs are decisive.
  • Ontario expressly requires proper vehicle insurance and carrying the original (or exact copy of the) vehicle ownership permit in addition to the visitor's licence.
  • Winter preparation is operationally important. Transport Canada's trip-planning page recommends a stocked winter emergency kit (contents include small shovel, traction mats/sand, warning lights/reflective triangles/flares, warm clothing, non-perishable snacks and water, booster cables, fire extinguisher, first aid kit); its separate winter-tire guidance covers tire choice. The kit is guidance, not a universal national carry law.
  • Winter-equipment law is local: Quebec requires winter tires from 1 December to 15 March for Quebec-registered vehicles including Quebec rental cars (vehicles registered outside Quebec are exempt; fines roughly CAD 200-300 plus costs); most signed British Columbia routes require winter tires or chains from 1 October to 31 March or 30 April depending on the route.
