Where to get an International Driving Permit in Congo Brazzaville?

Obtaining an International Driving Permit (IDP) in Congo Brazzaville is straightforward if you hold a valid Congo Brazzaville national driver's license. For those planning a visit to Congo Brazzaville, it is advisable to contact the relevant authority in your home country to secure an IDP before departure. However, if you are already traveling and do not possess the IDP, you may opt to have your national driver's license translated online. This method offers a quicker, more convenient, and efficient way to ensure you can legally drive during your travels.

The International Driving Permit is a translation of the national driving license into many languages. The first ID cards appeared in 1926, after the Paris International Convention relative to Motor Traffic. The International Driving Permit was also influenced by two other conventions in 1949 and 1968. The International Driving Permit is the same as the International Driving License.

We remind you that the IDP works only with a valid national license.

How to get an International Driving Permit in Congo Brazzaville?

According to the Vienna Convention of 1968, International Driving Permits (IDPs) are authorized to be issued by national governments or designated organizations. In most countries, this function is carried out by automobile associations affiliated with the AIT/FIA, the police, or other authorized entities. To obtain an International Driving Permit in Congo Brazzaville, you must possess a local license and apply to the relevant authorities here (please notify us if the link is not working). The cost and processing time for an IDP vary by country.

If you hold a national license not issued in Congo Brazzaville, you must verify if your license permits you to drive and if you require an IDP. If an IDP is necessary, the only option is to order a translation of your driver's license, available either via delivery or as an electronic version (confirm with the rental car company if an electronic version is acceptable), for example, through our services.

For U.S. citizens with only a U.S. driver's license, you can obtain an IDP from AAA, but it must be done before traveling to Congo Brazzaville!

Side of the roadRight
International Driving Permit (IDP)Not required for 5 of the 240 origin licences, 235 of which have no established rule — see the row for your country of issue, in the table below
UN Road Traffic Conventions1949 Geneva — accession 15 May 1962
Time limit for visitorsNo numeric visitor-driving period was found in any current official source.
Minimum age18 to drive — 1949 Geneva Convention, Annex 8: 18 is the minimum age for driving a motor vehicle in international traffic under the Convention (art. 24); DĂ©cret n° 2025-414 du 9 octobre 2025 fixant la procĂ©dure de dĂ©livrance du permis de conduire, art. 11: 18 for a Congolese category B licence (16 for A1 and A, 20 for C, 21 for D and E; a 17-year-old may sit the category B test with an age dispensation, art. 12)
Alcohol limitUnder the CEMAC road code, which applies in the Republic of Congo, a driver who tests above 0.8 g/l of blood alcohol can have the licence seized on the spot and suspended for up to a year (art. 9 and 11).
Speed limitsThe CEMAC road code, which applies in the Republic of Congo, sets 60 km/h in built-up areas (40 km/h for vehicles over 3.5 t) and, outside built-up areas unless a lower limit is set, 110 km/h for cars and motorcycles up to 3.5 t, 90 km/h for taxis, public transport and vehicles of 3.5 to 12.5 t, and 60 km/h for heavier vehicles and vehicles towing a trailer over 750 kg (art. 90). Obey posted km/h limits and reduce sharply for rain, broken surfaces, pedestrians and unlit traffic.
Emergency numberPolice: 117 (Police Secours), whose operators answer calls from the whole country about offences, accidents and other incidents; fire brigade: 118, according to the French embassy. After an accident or collision, France Diplomatie advises leaving the vehicle where it is and alerting the police or gendarmerie on 117 promptly, and warns that rescue services are limited in Brazzaville and the main towns and non-existent outside them. UK government guidance says there is no central number for emergency services and gives 06 665 4804 for reporting crimes to local police; few police speak English. Telephone service is unreliable, so carry local medical and insurer contacts.

Do you need an International Driving Permit in Congo (Brazzaville)?

Licences issued in the other CEMAC member states (Cameroon, the Central African Republic, Chad, Equatorial Guinea and Gabon) are valid throughout the country, subject to a check of their authenticity with the issuing state (Décret n° 2025-414 du 9 octobre 2025, art. 33; CEMAC road code, art. 8). For any other licence, no Congolese text settles whether a visitor may drive on it, with or without an IDP. Article 2 of the decree lets no one drive without a valid licence, or a provisional driving authorisation, issued under the conditions the decree sets, and the decree does not say whether a licence issued abroad, other than a CEMAC one, meets that condition; it mentions an international permit only as the one the Direction Générale des Transports Terrestres (DGTT) issues to holders of a Congolese licence travelling abroad as tourists (art. 34 to 36). The CEMAC road code applies its rules to other foreign drivers in accordance with reciprocity agreements made under the international conventions, and names none. Congo (Brazzaville) is a party to the 1949 Geneva Convention only: the Convention obliges Congo to admit a licence issued in another party state (art. 24(1)) and lets it require a 1949 IDP as well (art. 24(2)), and a 1968 IDP has no treaty basis there. No Congolese text says how the decree fits with the Convention, so check with the DGTT before you travel. UK government guidance states that "You can use a UK photocard driving licence to drive in the Republic of Congo"; the same page says the holder of a paper licence may need to update it to a photocard or to carry "the correct version of the international driving permit (IDP)", and that hire car companies often have stricter requirements, such as holding an IDP.

  • Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
  • Car renters: Carry the original licence, a 1949 IDP where used, a colour passport and visa-stamp copy, vehicle registration, rental permission and insurance. UK guidance warns of "frequent vehicle checkpoints" that may be poorly marked; when stopped, stay in your vehicle and show documents through a closed window.

No specific penalty for driving without the required document was verified from an authoritative source.

What side of the road does Congo (Brazzaville) drive on?

Congo (Brazzaville) drives on the right-hand side of the road, and overtaking is done on the left. Cars in Congo (Brazzaville) are left-hand drive.

How long can you drive in Congo (Brazzaville) with a foreign licence?

No numeric visitor-driving period was found in any current official source. Whether a licence issued outside CEMAC lets a visitor drive at all is not established (Décret n° 2025-414 du 9 octobre 2025, art. 2). Confirm a limit with DGTT or your insurer before a long stay. (UK government Republic of Congo road guidance (silent on any period) and DGTT (no visitor-driving page))

Planning to move to Congo (Brazzaville)? Different rules apply once you become a resident — see the residents section below.

Is Congo (Brazzaville) a party to the 1949 or 1968 Road Traffic Convention?

Congo (Brazzaville) is a Contracting Party to the 1949 Geneva Convention on Road Traffic, but not to the 1968 Vienna Convention.

  • 1949 Geneva Convention on Road Traffic: accession on 15 May 1962.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Congo (Brazzaville) with your country's licence?

This table is for tourists and temporary visitors. Moving to Congo (Brazzaville) as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. The Republic of Congo is a party to the 1949 Geneva Convention on Road Traffic (accession 15 May 1962) and not to the 1968 Vienna Convention — a distinction worth noting, since neighbouring DR Congo is a party to the 1968 Vienna Convention as well as to the 1949 one. Licences issued in the other CEMAC member states (Cameroon, the Central African Republic, Chad, Equatorial Guinea and Gabon) are valid throughout the country, subject to a check of their authenticity with the issuing state (DĂ©cret n° 2025-414 du 9 octobre 2025, art. 33; CEMAC road code, art. 8). For every other licence the rule is not established: the decree lets no one drive without a valid licence, or a provisional driving authorisation, issued under its conditions (art. 2), and does not say whether a licence issued abroad, other than a CEMAC one, meets that condition, nor how this fits with the 1949 Convention, which obliges Congo to admit a licence issued in another party state (art. 24(1)) and lets it require a 1949 IDP as well (art. 24(2)). Those origins' rows therefore read Not established: check with the Direction GĂ©nĂ©rale des Transports Terrestres (DGTT) before you travel. UK government guidance says a UK photocard licence can be used to drive in the Republic of Congo. No official source sets a numeric visitor-driving period. Plan for very poor roads away from RN1 and RN2, frequent checkpoints, and extremely limited crash response outside Brazzaville and Pointe-Noire. Rules change — confirm with official sources before you travel. Last verified: October 2026.

Legend: "1949" — Geneva Convention on Road Traffic (IDP valid up to 1 year); "1968" — Vienna Convention (IDP valid up to 3 years).

What the Status column means on this page:

  • National licence OK — the destination lets a visitor drive on the national licence itself. The row for your country of issue, in the table below, gives the basis, and any period or condition that qualifies it.
  • Not established — the record does not settle whether you may drive here on this licence; confirm with the destination's licensing authority before you rely on it. The row for your country of issue, in the table below, says what could not be confirmed.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

  • Travelling from Congo (Brazzaville)? Congo (Brazzaville)'s official IDPs are issued by Direction Generale des Transports Terrestres (DGTT), Ministry of Transport. Official site.
  • Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Congo (Brazzaville)? Rules for new residents

Residents obtain a Congolese licence through the Direction Générale des Transports Terrestres (DGTT). The published exam file expressly contemplates foreign applicants: it requires foreign applicants to produce a residence certificate, or a photocopy of the residence permit ("Un certificat de résident ou la photocopie de la carte de séjour pour les étrangers"). Under Décret n° 2025-414 du 9 octobre 2025, a Congolese licence is also issued to the holder of a foreign licence by conversion (art. 29); licences from other CEMAC member states are valid throughout the country, and DGTT may set a knowledge test before converting one (art. 33). Driving rules in Congo (Brazzaville) tourists get fined for

  • Mandatory equipment: The CEMAC road code requires the driver and front-seat passengers of a car to wear a seat belt at all times (art. 51), motorcyclists and their passengers to wear a helmet (art. 52), and a car to carry a red warning triangle, placed at least 30 m from the vehicle after a breakdown or accident (art. 49), and a fire extinguisher (art. 54); French government guidance advises seat belts in the back as well. For any travel beyond the two main routes, carry a spare wheel, working lights, fuel reserve, recovery equipment, first aid and communications.
  • Drink-driving: Under the CEMAC road code, which applies in the Republic of Congo, a driver who tests above 0.8 g/l of blood alcohol can have the licence seized on the spot and suspended for up to a year (art. 9 and 11). French government guidance for Congo says the prudence rules that apply in France apply all the more strongly there: seatbelt fastened, helmet worn on a motorcycle, no alcohol at the wheel ('ceinture de sĂ©curitĂ© attachĂ©e ; port d’un casque Ă  moto ; pas d’alcool au volant'). Treat the working limit as zero. The licence can also be seized for visibly drunk driving or for refusing an alcohol test, and the vehicle can be immobilised (CEMAC road code, art. 9 and 123), on top of any penalty under national criminal law (art. 11). No published Congolese fine amount was located.
  • Speed limits: The CEMAC road code, which applies in the Republic of Congo, sets 60 km/h in built-up areas (40 km/h for vehicles over 3.5 t) and, outside built-up areas unless a lower limit is set, 110 km/h for cars and motorcycles up to 3.5 t, 90 km/h for taxis, public transport and vehicles of 3.5 to 12.5 t, and 60 km/h for heavier vehicles and vehicles towing a trailer over 750 kg (art. 90). Obey posted km/h limits and reduce sharply for rain, broken surfaces, pedestrians and unlit traffic.
  • Carry the original licence, a 1949 IDP where used, a colour passport and visa-stamp copy, vehicle registration, rental permission and insurance. UK guidance warns of "frequent vehicle checkpoints" that may be poorly marked; when stopped, stay in your vehicle and show documents through a closed window.
  • In rural areas UK guidance advises a well-maintained 4-wheel drive vehicle with necessary supplies, and considering travelling in convoy and in daylight. France Diplomatie's security advice goes further: as everywhere in the country, intercity journeys must be made by day, in a convoy of two well-maintained, well-equipped four-wheel-drive vehicles ('Comme sur l’ensemble du territoire, les dĂ©placements interurbains doivent impĂ©rativement ĂȘtre effectuĂ©s de jour, en convoi de deux vĂ©hicules 4x4 en bon Ă©tat et bien Ă©quipĂ©s'). Rental firms may impose stricter document and age requirements.
  • French government guidance states that apart from RN2 (Brazzaville–Ouesso, north–south) and RN1 (Brazzaville–Pointe-Noire, bretelle nord), the road network is barely usable ("le rĂ©seau routier est peu praticable"), and that road conditions deteriorate in the rains. Capacity to treat accident injuries is very limited, and almost non-existent outside towns; UK guidance adds that "Medical facilities in the country are limited, particularly in rural areas".
