Driving in Northern Cyprus: key facts

Do you need an International Driving Permit in Northern Cyprus?

No IDP is required for the visitor route. The TRNC Public Information Office states verbatim: "Tourists' Driving licences are valid for 90 days from the date of entry into the country." No official TRNC text located mentions an International Driving Permit at all. Northern Cyprus is not a party to the 1949 or 1968 road-traffic conventions and, as an entity recognised only by Turkey, cannot accede to them — so an IDP carries no treaty force here. It is still worth carrying as a plain translation aid if your licence is not in Latin script, English or Turkish, but that is prudence, not law.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Insurance is the single biggest practical trap. GOV.UK states verbatim: "Cars hired in the Republic of Cyprus often have no insurance cover in the north of the island" and "you will not be allowed through a crossing without the correct insurance documents". Cover for the north can be bought at some crossing points, including Agios Dometios. Check your rental contract separately for permission to cross the Green Line at all.

How long can you drive in Northern Cyprus with a foreign licence?

90 days from the date of entry — and this is a tourist clock only. Verbatim: "Tourists' Driving licences are valid for 90 days from the date of entry into the country. At the end of 90 days, their visitor status expires." People who enter for work, study or residence do not get this window (see the residents section below). Is Northern Cyprus a party to the 1949 or 1968 Road Traffic Convention?

Northern Cyprus is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Northern Cyprus, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Northern Cyprus with your country's licence?

This table is for tourists and temporary visitors. Moving to Northern Cyprus as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Northern Cyprus's de facto administration accepts a valid foreign driving licence from any country for 90 days from the date of entry, with no IDP, no convention membership test and no script condition — the rule is stated flatly for "tourists" without qualification. Because the entity is unrecognised, EU mutual recognition does not operate here (the EU acquis is suspended in the north) and an IDP has no treaty force; an IDP is worth carrying only as a translation aid. The 90 days is a visitor clock: anyone entering to work, study or reside must apply for a TRNC licence instead, via a full local exam and driving-school process. The real risks are insurance (Republic of Cyprus rentals often carry no cover in the north) and entry route (arriving via the north counts as illegal entry to the Republic of Cyprus). Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Northern Cyprus? Northern Cyprus is party to neither road-traffic convention, so an official convention IDP cannot be issued there.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Northern Cyprus? Rules for new residents

Two separate clocks, and they must not be conflated. Tourists: 90 days on the foreign licence, then "Within 30 days of the expiring of the visitor status, the person must apply to get a driving licence in our country." NON-TOURISTS: the Public Information Office states that people who "enter the TRNC other than tourism (with the aim of working, education etc.) have to apply to the TRNC authorities to get a TRNC driving licence by presenting their own driving licence" — they do not receive the 90-day visitor window at all. Turkish nationals may no longer use a Turkish licence once a residence, work or student permit is issued. Official source.

Driving rules in Northern Cyprus tourists get fined for

• Mandatory equipment: Carry the original licence (seen by the immigration officer at the port of entry), passport, vehicle registration in your own name where you bring your own car, the rental agreement, and insurance that is valid specifically in the north. Seat belts and motorcycle helmets are standard requirements; no official TRNC in-car equipment schedule (warning triangle, hi-vis vest) was located.
• Drink-driving: Not verified. No blood-alcohol limit could be confirmed from any official TRNC source. Do not drink and drive; check the current limit locally. Do not publish a numeric limit for Northern Cyprus without a primary source. Not verified — no official penalty figure located. Police, licence, vehicle, rental-contract and insurance consequences can be expected, but no amount is sourced.
• Speed limits: Drive on the left. Specific numeric speed limits could not be verified from any official TRNC source — obey posted signs, and take extra care on narrow rural roads and at night.
• Traffic drives on the left. Verbatim from the TRNC Public Information Office: "Traffic flows in the left lane".
• Bring the original licence and your passport, and have the licence seen at the border: the Public Information Office describes a tourist driving "with their valid driving licence which is approved by the TRNC Immigration Police Officer at the port of entry when they entered the TRNC". To bring your own vehicle you need "a valid passport and the vehicle is registered in their name".
• Insurance is the single biggest practical trap. GOV.UK states verbatim: "Cars hired in the Republic of Cyprus often have no insurance cover in the north of the island" and "you will not be allowed through a crossing without the correct insurance documents". Cover for the north can be bought at some crossing points, including Agios Dometios. Check your rental contract separately for permission to cross the Green Line at all.
• Entry route matters legally. GOV.UK states verbatim: "If you enter the Republic of Cyprus through the north (such as through Ercan Airport), authorities will consider you to have entered illegally" — with possible fines, refusal of entry or exit, and being blocked from crossing back north. Also: "The Republic of Cyprus authorities will count time in the north of Cyprus towards the 90-day visa-free total." Note that this immigration 90 days is a different 90 days from the driving-licence 90 days.
• Consular and document reality: "FCDO can only provide limited consular support if you are visiting areas in the north that are not under control of the Republic of Cyprus", and "The Republic of Cyprus does not recognise residence permits issued in the north of Cyprus." Expect documents issued in the north — including a TRNC driving licence — to have no standing in the Republic of Cyprus or the EU.
