How to get an International Driving Permit in Guernsey?

According to the Vienna Convention of 1968, International Driving Permits (IDPs) are authorized to be issued by national governments or designated organizations. In most countries, this function is carried out by automobile associations affiliated with the AIT/FIA, the police, or other authorized entities. Do you need an International Driving Permit in Guernsey?

No IDP is required to drive in Guernsey. The States of Guernsey Driver and Vehicle Licensing service publishes only one licence rule for incomers: 'You can drive on a full overseas licence upon arrival in Guernsey, but for a maximum period of one year only' (that one-year cap is the residence clock). An IDP is nevertheless worth carrying if your licence is not in the Latin alphabet or carries no photograph, purely to smooth police checks and car hire. The Bailiwick of Guernsey is covered by the UK's extension of the 1949 Geneva Convention (28 May 1958) and of the 1968 Vienna Convention (notified 26 February 1919 β€” read: 26 February 2019, in force 30 days later), so both IDP types are honoured.

Is Guernsey a party to the 1949 or 1968 Road Traffic Convention?

Guernsey is a Contracting Party to both United Nations Conventions on Road Traffic β€” the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Guernsey accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) β€” the oldest predates the United Nations itself, and only the latter two were concluded under it β€” countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next β€” even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights β€” you carry both β€” and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you β€” you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence β€” by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

  • Travelling from Guernsey? Guernsey's official IDPs are issued by Driver and Vehicle Licensing, States of Guernsey (DVL). Official site.
  • Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs β€” a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document β€” a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Guernsey? Rules for new residents

Anyone moving permanently to the Bailiwick of Guernsey may drive on a valid full foreign licence for one year from taking up residence, and must exchange it for a Guernsey licence within that year. States of Guernsey DVL: 'A new resident to Guernsey or Alderney can drive for up to one year using a valid full foreign driving licence.' After 12 months the holder is not covered to drive on the foreign licence at all until the exchange is done. Official source.

Driving rules in Guernsey tourists get fined for

  • Mandatory equipment: Carry your driving licence, and the rental, registration and insurance documents. Seat belts and approved child restraints are compulsory (Guernsey has its own seat-belt law, enforced by Guernsey Police). Vehicles parked at night must show lights unless in a disc zone or approved parking place; single parking lights are not allowed and you must not park facing oncoming traffic.
  • Drink-driving: Guernsey enforces its own drink-driving law β€” the Road Traffic (Drink Driving) (Guernsey) Law, 1989, as amended β€” and the police do make random checks. The current prescribed breath/blood/urine limits could not be verified from the consolidated text on 29 July 2026; do not publish a number until it is confirmed with Guernsey Police or the consolidated 1989 Law. Conviction carries court penalties including disqualification, with criminal-record and motor-insurance consequences. Specific tariff bands unverified.
  • Speed limits: The maximum speed limit in the island is 35 mph (56 km/h). In and around St Peter Port it is 25 mph (40 km/h), and lower limits are signed in some areas. These are maxima, not recommended speeds β€” the lanes routinely demand much less.
  • Drive on the left. 'Filter in turn' junctions are a Guernsey speciality: where the words are on a sign and painted on the road, all directions have equal priority and vehicles enter strictly one at a time β€” and because these are usually box junctions you must not enter unless your exit is clear.
  • A yellow line across the exit of a minor road means stop and give way to the major road (a yellow arrow painted on the road warns of one ahead). A single yellow line along the side of the road means no stopping for any reason other than to avoid an accident.
  • Parking is free but clock-controlled. Most on-street bays and car parks are 'disc zones': you must display an approved parking clock showing your arrival time, day or night. Clocks cost about Β£5.70 from Driver & Vehicle Licensing or the Police Station and are also sold on the ferry and at the Guernsey Information Centre. Having left a disc zone you must not re-park in the same zone for 30 minutes.
  • Accidents causing personal injury or serious damage must be reported to the police within 24 hours. Minor damage-only accidents need not be reported provided names and addresses are exchanged.
  • Roads are exceptionally narrow, walled or hedged lanes with poor visibility; few junctions away from the primary routes are signposted, and the convex mirrors at some junctions make approaching vehicles look further away than they are. Expect horses, cattle, cyclists and pedestrians.
  • Bringing your own car: a vehicle imported by someone moving to the island may be driven for only 14 days after arrival, after which it must stay off the public highway until registered in Guernsey. Guernsey Police announced enforcement action against unregistered on-island vehicles in June 2025.
  • Carry the licence itself plus rental and insurance documents, and confirm the hire company's own age and licence-held minimums before booking.
