How to get an International Driving Permit in Mexico?

According to the Vienna Convention of 1968, International Driving Permits (IDPs) are authorized to be issued by national governments or designated organizations. In most countries, this function is carried out by automobile associations affiliated with the AIT/FIA, the police, or other authorized entities. To obtain an International Driving Permit in Mexico, you must possess a local license and apply to the relevant authorities here (please notify us if the link is not working). If you hold a national license not issued in Mexico, you must verify if your license permits you to drive and if you require an IDP. Do you need an International Driving Permit in Mexico?

Mexico is party to neither the 1949 Geneva nor the 1968 Vienna road-traffic convention (absent from the 1949 parties list per UN Treaty Collection; signed but never ratified the 1968 convention), so no nationwide rule makes a 1949/1968 IDP the legal source of a visitor's driving authority. Mexico is a party to the 1943 Convention on the Regulation of Inter-American Automotive Traffic (Washington), under which it recognizes the Inter-American Driving Permit (IADP) - a distinct document from the 1949/1968 IDP. Driver licensing is state-level: Mexico City expressly recognizes a current licence issued by another country's authority for the vehicle class; an IDP/IADP helps as translation/ID support but does not replace the national licence or cure a state rule that does not recognize it.

Is Mexico a party to the 1949 or 1968 Road Traffic Convention?

Mexico is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Mexico, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

The rule in each state or federal entity

Mexico is party to neither the 1949 Geneva nor the 1968 Vienna convention. It is party to the 1943 Inter-American convention, whose document is the Inter-American permit — not the one most travellers carry. Licensing is state business: twenty-four of the thirty-two say a foreign licence is good, and the eight marked “Not established” in the table below are the ones whose law does not reach the question — Tabasco among them, because what it legislates is a permit of its own rather than the recognition of yours. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

  • Travelling from Mexico? Mexico's IDPs are issued by ANA Automovil Club A.C. (Asociacion Nacional Automovilistica). Official site. Mexico is party to neither road-traffic convention, so the permit is issued outside the UN convention framework and is not an official convention IDP — check that your destination accepts it.
  • Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Mexico? Rules for new residents

There is no national foreign-licence exchange system. Each state issues its own licence and sets residence, testing, document and reciprocity rules. The federal General Mobility and Road Safety Law (Article 51) requires applicants obtaining or renewing a licence to pass an integral aptitude evaluation plus theoretical and practical examinations under local implementation. Mexico City and Quintana Roo therefore cannot be used as nationwide conversion templates. Official source.

Driving rules in Mexico tourists get fined for

  • Mandatory equipment: Federal rules (LGMSV Art. 49): seat belts for all occupants; children under 12 in rear seats with an approved child-restraint system; motorcycle helmets meeting the NOM; no hand-held mobile-phone use (hands-free only). No uniform nationwide private-car carry kit was established in the reviewed law; state rules may add equipment.
  • Drink-driving: Federal safety floor (LGMSV Art. 49 fr. XII): driving is prohibited above 0.25 mg/L breath or 0.05 g/dL blood; motorcycles above 0.1 mg/L breath or 0.02 g/dL blood; passenger-transport and cargo drivers must have no alcohol. States may impose stricter rules. Sanctions and impoundment are set locally and vary by state/municipality; the federal law supplies the limit but not one nationwide tourist fine.
  • Speed limits: Federal maxima (LGMSV Art. 49 fr. III, incl. April-2023 reform): 20 km/h around schools, hospitals, care homes and shelters (30 on primary roads in school environments); 30 on secondary/tertiary urban streets; 50 on primary avenues without controlled access; 80 on controlled-access central lanes; state roads 80 outside and 50 inside urban areas; federal roads and motorways 110 for cars, 95 for buses, 80 for goods vehicles; no intersection approach above 50. Obey lower posted/local limits.
  • Mexico City bars holders of foreign-issued licences from driving locally registered public passenger or cargo vehicles (verbatim: 'A ninguna persona que porte una licencia o permiso para conducir expedido en el extranjero, se le permitirá conducir vehĂ­culos de transporte pĂşblico de pasajeros o de carga registrados en la Ciudad').
  • Quintana Roo goes wider: foreign-licence (or other-state-licence) holders may not drive public or private passenger/cargo service vehicles registered in the state.
  • A rental desk may ask for an IDP or impose age/licence-tenure conditions even where local traffic law accepts the national licence. These are contract conditions, not proof of nationwide IDP law.
  • Mexican embassies and consulates reportedly do not issue or renew Mexican driving licences or IDPs. The cited consular page could not be re-verified (an access check-blocked); treat as unconfirmed guidance.
