Do you need an International Driving Permit in Djibouti?

Djibouti is not itself a contracting party to either road-traffic convention (checked against the UN depositary status lists for the 1949 Geneva and 1968 Vienna Conventions — Djibouti appears in neither). Its own licensing rule nevertheless pegs recognition to the 1949 Geneva Convention: the national e-government portal states that licences issued by countries adhering to the 19 September 1949 Geneva Convention are valid for their categories throughout the national territory, and that international or foreign licences are 'tolerated' for holders who are not resident in Djibouti and hold only a short-stay visa. So a national licence from a 1949-party state is legally sufficient on its own and an IDP is not universally required. Where an IDP is carried, the 1949 format is the one aligned with the Djiboutian norm; Djiboutian law makes no reference to the 1968 format. Holders from states party to neither convention rely on the general toleration plus, prudently, a certified French translation.

Is Djibouti a party to the 1949 or 1968 Road Traffic Convention?

Djibouti is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Djibouti, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Djibouti? Rules for new residents

Beyond six months a Djiboutian licence is mandatory. French sources state it is obtained either by examination or by exchange of the French licence, under the bilateral France–Djibouti reciprocity agreement on recognition and exchange of driving licences. The Djiboutian portal separately provides that recognised foreign licences 'may be exchanged' for Djiboutian licences of the same categories, on application to the Prefecture of Djibouti. Driving rules in Djibouti tourists get fined for

• Mandatory equipment: No official mandatory-equipment list was located. For travel beyond Djibouti City, check tyres and spare, cooling system, fuel and water reserves, first-aid kit and reliable communications.
• Drink-driving: Treat the limit as zero. No current official public Djiboutian BAC table was located; do not drive after drinking. No published Djiboutian penalty figure located. Impaired driving can bring police action, prosecution and loss of insurance cover.
• Speed limits: Drive on the right. Obey posted km/h limits; no consolidated official national speed table was located online, so posted signage governs. Reduce speed for heat-damaged surfaces, freight trucks, pedestrians and livestock.
• The Djiboutian rule is status-based: international or foreign licences are tolerated only while the holder is not resident in Djibouti and holds only a short-stay visa. Take up residence, or move to a long-stay status, and the toleration stops regardless of how much of the six months has elapsed.
• Carry the original licence (not a photocopy), passport with entry stamp/visa, vehicle registration, the rental agreement or owner's authority, and proof of insurance. Comprehensive cover is advised by French official guidance.
• After a collision, call emergency services and wait for the police or gendarmerie; the police report is normally decisive for liability disputes and insurance claims.
• Avoid restricted border zones, night driving and remote tracks without local planning. Heat, livestock, heavy freight traffic on the Djibouti–Ethiopia corridor, poor shoulders and limited medical support raise risk.
