Driving in Armenia: key facts

Do you need an International Driving Permit in Armenia?

Armenia is a party to the 1968 Vienna Convention only (acceded 8 February 2005, in force 2006) and is not a party to the 1949 Geneva Convention. A visitor may drive on the national licence alone provided that licence meets the Vienna Convention format — in particular that all entries also appear in Latin letters and that the vehicle categories are marked with the Latin letters A, B, C, D, E — and that it carries a photograph. Where the national licence does not meet that format, the official cure is an international driving permit issued to the Vienna standard, carried together with the national licence. A 1949-style Geneva IDP has no treaty basis in Armenia. A small number of bilateral mutual-recognition agreements (the United Arab Emirates is the example named by the government portal) let a national licence be used even without Vienna compliance.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original national licence, a Vienna-standard IDP where the licence is not Vienna-format, passport, rental contract, registration and insurance. The licence category must cover the vehicle.

How long can you drive in Armenia with a foreign licence?

No fixed visitor-driving clock was found in current official Armenian material. A temporary visitor may use a Vienna-compliant foreign national licence (or a non-compliant one accompanied by a Vienna-standard IDP) for as long as both the licence and the lawful stay remain valid. This visitor rule does not extend to dual citizens of Armenia, who are required to hold an Armenian national licence. Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Armenia with your country's licence?

This table is for tourists and temporary visitors. Moving to Armenia as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Armenia recognises foreign national driving licences that meet the 1968 Vienna Convention format — crucially, all entries must also appear in Latin letters and the categories must use the Latin codes A, B, C, D, E. Where a licence meets that test, no international driving permit is legally required. Where it does not, the official cure is a Vienna-standard IDP carried with the national licence; driving on a non-compliant licence alone is fined 10,000 AMD. Armenia is not a party to the 1949 Geneva Convention, so a Geneva-only IDP has no treaty footing here. Dual citizens of Armenia are outside the visitor rule and must hold an Armenian licence. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Armenia? Armenia's official IDPs are issued by Road Police service of the Ministry of Internal Affairs (registration-examination subdivisions). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Armenia? Rules for new residents

Two different clocks apply. Visitors ride on the recognition rule above. Dual citizens of Armenia are treated differently: official guidance states they must obtain an Armenian national driving licence and cannot rely on the foreign document. Since the March 2025 government reform, a dual citizen holding a valid foreign licence that meets the 1968 Convention receives the Armenian licence without theoretical or practical exams, issued within one working day of verification, and the foreign licence remains valid. Driving rules in Armenia tourists get fined for

• Mandatory equipment: Seat-belt law applies to front and rear occupants; motorcycle helmet law applies to riders and passengers; a hand-held mobile phone ban is in force (WHO 2023). A warning triangle is compulsory. There is no national child-restraint law recorded by WHO, so bring or book a child seat rather than relying on one being required. Confirm the full breakdown kit with the rental operator.
• Drink-driving: WHO's 2023 legislative profile records a BAC limit of 0.04 g/dl for both the general population and young or novice drivers. Widely used travel guidance instead reports zero tolerance. The conflict is unresolved in the sources checked — do not drink before driving. Alcohol sanctions vary with the measured level and the circumstances; the specific figures were not verified against current consolidated law. Do not drink before driving.
• Speed limits: 60 km/h in built-up areas, 20 km/h in residential and courtyard zones, 90 km/h outside built-up areas, 110 km/h on motorways. WHO records national maxima of 90 km/h urban and rural and 110 km/h motorway. Posted signs govern.
• Carry the original national licence, a Vienna-standard IDP where the licence is not Vienna-format, passport, rental contract, registration and insurance. The licence category must cover the vehicle.
• Traffic keeps to the right. Default limits are 60 km/h in built-up areas (20 km/h in residential and courtyard zones), 90 km/h outside built-up areas and 110 km/h on motorways. WHO's 2023 legislative profile records the statutory national ceilings as 90 km/h urban, 90 km/h rural and 110 km/h motorway, and records that local authorities cannot modify limits; posted signs govern in practice.
• A small number of bilateral mutual-recognition agreements let a non-Vienna-format national licence be used in Armenia. The government portal names the arrangement between Armenia and the United Arab Emirates. Do not assume such an agreement exists for any other origin without checking.
• Mountain weather, winter ice, unlit roads and livestock can sharply reduce safe speed outside Yerevan. Check road conditions and tyres before departure. This is general road-risk practice, not a citation to a specific government advisory.
