Driving in Ukraine: key facts

Do you need an International Driving Permit in Ukraine?

Ukrainian law names no IDP format: п.30 of Положення КМУ 340 speaks only of an international driving permit, and the Road Traffic Law (ст.15) says national and international driving licences are valid in Ukraine in accordance with the Convention on Road Traffic, without giving its year. Ukraine signed the 1968 Convention on 8 Nov 1968 and ratified it on 12 Jul 1974, and does not appear in the UN participant list for the 1949 Geneva Convention. UK government advice is that "The 1949 IDP is not accepted any more". An IDP is not universally mandatory: under Положення КМУ 340 п.30 a visitor may drive on the foreign national licence alone if that licence complies with the 1968 Convention and its entries are written or duplicated in Latin letters. The second route under п.30 is an international driving permit together with a foreign licence that does not meet the 1968 Convention and whose entries are made or duplicated in Latin letters ('міжнародного посвідчення водія та посвідчення водія іноземної держави, що не відповідає вимогам Міжнародної конвенції про дорожній рух 1968 року, записи в якому виконані або продубльовані літерами латинського алфавіту'). A licence whose entries are only in a non-Latin script is therefore covered by neither route, even with an IDP, although the Interior Ministry's Main Service Centre states the two routes without the Latin-letter condition. Nor does п.30 say whether a licence issued by a state outside the 1968 Convention can meet its requirements. In either case, check with the authorities before you travel. КУпАП ст.126 fines driving without carrying the driving licence or other documents the law requires (ч.1, UAH 425) and driving without the right to drive the vehicle (ч.2, UAH 3,400); it does not say which applies to a visitor whose licence п.30 does not cover. Note the conflict: FCDO tells UK drivers they "must have a 1968 international driving permit (IDP) as well as your UK driving licence" — conservative advice that exceeds the Ukrainian norm. With a licence in Latin letters, carrying a 1968 IDP removes all argument at a checkpoint and is strongly advised in wartime conditions.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.

Ukraine drives on the right-hand side of the road, and overtaking is done on the left. Cars in Ukraine are left-hand drive.

How long can you drive in Ukraine with a foreign licence?

No separate visitor-driving clock. A lawfully present visitor may drive for the duration of the authorised stay, for as long as the national licence — and the IDP where one is needed — remain valid. Important: the 60-day period in Положення 340 п.30 is a residence clock triggered by the issue of permanent-residence documents by the State Migration Service (ДМС); it is not a tourist clock and does not shorten a visitor's driving rights. Ukraine is a Contracting Party to the 1968 Vienna Convention on Road Traffic, but not to the 1949 Geneva Convention.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Ukraine with your country's licence?

This table is for tourists and temporary visitors. Moving to Ukraine as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Ukraine is a party to the 1968 Vienna Convention only, not to the 1949 Geneva Convention, and its law names no IDP format; UK government advice is that a 1949 IDP is not accepted. A visitor may drive on the foreign national licence alone where that licence meets the 1968 Convention and its entries are written or duplicated in Latin letters; a licence that does not meet the Convention but whose entries are in Latin letters is valid only with an IDP. A licence written only in a non-Latin script is not covered, with or without an IDP, although the Interior Ministry's Main Service Centre states both routes without that condition; nor does the law say whether a licence from a state outside the 1968 Convention can meet that Convention's requirements. Check with the authorities before you travel. With a Latin-script licence, carrying a 1968 IDP is strongly advised. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Ukraine? Ukraine's official IDPs are issued by Territorial Service Centres of the Ministry of Internal Affairs (MVS Service Centres). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Ukraine? Rules for new residents

A foreign licence held by a person moving to Ukraine for permanent residence stays valid for 60 days from the date the State Migration Service (ДМС) issues the permanent-residence documents. After that the licence must be exchanged for a Ukrainian one — this clock is separate from, and does not affect, the visitor rule above. Official source.

Driving rules in Ukraine tourists get fined for

• Mandatory equipment: Carry the full original document set (see practice). Under ПДР п.31.4.7 (subparagraph є), a car may not be used without a first-aid kit marked for that vehicle type, a warning triangle (or a flashing red lamp) that meets the standard, and a working fire extinguisher. Independently of that: respond immediately to air-raid alerts, and carry fuel, water and a charged power bank because of grid outages.
• Drink-driving: Alcohol intoxication is established when a police test device reads more than 0.2 per mille (‰) of alcohol in the blood (наказ МВС/МОЗ № 1452/735, Інструкція, розділ II, п. 7). FCDO verbatim: "It is illegal to drive with any alcohol content in your blood." Never drive after drinking. Under КУпАП ст.130, driving while intoxicated by alcohol, drugs or other substances, or under the influence of medicines that reduce attention and reaction speed, or refusing the test, is fined UAH 17,000 (1,000 tax-free minimum incomes of UAH 17 each) with a one-year driving ban. A repeat within a year: UAH 34,000 with a three-year ban, or 10 days' administrative arrest with the same ban, and the vehicle may be seized against compensation. After two such penalties within a year: UAH 51,000 with a ten-year ban, or 15 days' arrest with the same ban, and the offender's own vehicle is confiscated. Drinking after a crash, or after being stopped by the police, before the test: UAH 34,000 or 15 days' arrest, with a three-year ban.
• Speed limits: Drive on the right. Obey posted km/h limits. Default limits under the ПДР (Правила дорожнього руху): 50 km/h in built-up areas (п.12.4); outside them, for cars without a trailer, 90 km/h on ordinary roads, 110 km/h on roads whose carriageways are separated by a dividing strip and 130 km/h on motorways (п.12.6, subparagraph ґ), and 70 km/h for drivers with less than two years' experience (п.12.6, subparagraph б). Damaged roadways, missing signage, unlit sections and war damage make posted limits an upper bound, not a target.
• Carry the original national licence, a 1968 IDP where required, passport, and — FCDO verbatim — "original vehicle registration papers, ownership documents and insurance papers at all times." For a foreign-registered vehicle: "You need to carry a green card to drive in Ukraine. A green card is proof that you have vehicle insurance when driving abroad".
• War risk dominates. FCDO advises against all travel to Crimea, to the areas within 50km of the Belarus border in Volyn, Rivne and Zhytomyr, and to all other regions of Ukraine except the western oblasts; it advises against all but essential travel to Zakarpattia, Ivano-Frankivsk, Ternopil, Chernivtsi and Lviv, and to the parts of Volyn, Rivne and Zhytomyr more than 50km from the Belarus border. "The British Embassy in Kyiv is unable to help you in person. FCDO cannot facilitate your departure from Ukraine or your evacuation".
• Road conditions, FCDO verbatim: "Roads are of variable quality and routes may be affected by the ongoing invasion. Avoid night-time travel wherever possible." and "Local driving standards are poor...There are a high number of traffic accidents, including fatalities." Martial-law curfews and military checkpoints apply and change without notice.
• After a crash, FCDO verbatim: "If you have a road accident, you must wait for the police to assess the accident. Call the police on 102." If leaving Ukraine by vehicle, the FCDO page gives the State Border Guard Service hotline: "call the SBGSU hotline on 1598 from a Ukrainian mobile".
