Driving in Ukraine: key facts

Do you need an International Driving Permit in Ukraine?

Only the 1968 (Vienna) IDP has any effect in Ukraine. Ukraine signed the 1968 Convention on 8 Nov 1968 and ratified it on 12 Jul 1974, and does not appear in the UN participant list for the 1949 Geneva Convention — so a 1949 IDP is worthless here (UK FCDO: "The 1949 IDP is not accepted any more"). An IDP is not universally mandatory: under Положення КМУ 340 п.30 a visitor may drive on the foreign national licence alone if that licence complies with the 1968 Convention and its entries are written or duplicated in Latin letters. If the licence is in a non-Latin script (or otherwise non-compliant), a 1968 IDP must be carried together with the original national licence. Note the conflict: FCDO tells UK drivers they "must have a 1968 international driving permit (IDP) as well as your UK driving licence" — conservative advice that exceeds the Ukrainian norm. Carrying a 1968 IDP removes all argument at a checkpoint and is strongly advised in wartime conditions.

Ukraine drives on the right-hand side of the road, and overtaking is done on the left. Cars in Ukraine are left-hand drive.

How long can you drive in Ukraine with a foreign licence?

No separate visitor-driving clock. A lawfully present visitor may drive for the duration of the authorised stay, for as long as the national licence — and the 1968 IDP where one is needed — remain valid. Important: the 60-day period in Положення 340 п.30 is a residence clock triggered by the issue of permanent-residence documents by the State Migration Service (ДМС); it is not a tourist clock and does not shorten a visitor's driving rights. Ukraine is a Contracting Party to the 1968 Vienna Convention on Road Traffic, but not to the 1949 Geneva Convention.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Ukraine with your country's licence?

This table is for tourists and temporary visitors. Moving to Ukraine as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Ukraine recognises foreign driving licences under the 1968 Vienna Convention only — it is not a party to the 1949 Geneva Convention, so a 1949 IDP is not accepted. A visitor may drive on the foreign national licence alone where that licence meets the 1968 Convention and its entries are written or duplicated in Latin letters; where the licence is in a non-Latin script, a 1968 IDP must be carried with it. Carrying a 1968 IDP is strongly advised regardless. Wartime route, checkpoint, curfew, insurance and document controls matter as much as licence eligibility. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Ukraine? Ukraine's official IDPs are issued by Territorial Service Centres of the Ministry of Internal Affairs (MVS Service Centres). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Ukraine? Rules for new residents

A foreign licence held by a person moving to Ukraine for permanent residence stays valid for 60 days from the date the State Migration Service (ДМС) issues the permanent-residence documents. After that the licence must be exchanged for a Ukrainian one — this clock is separate from, and does not affect, the visitor rule above. Official source.

Driving rules in Ukraine tourists get fined for

• Mandatory equipment: Carry the full original document set (see practice). A warning triangle, first-aid kit and fire extinguisher are commonly cited as compulsory in Ukraine, but the current ПДР equipment list could not be verified on 29 July 2026 — re-verify before publishing as mandatory. Independently of that: respond immediately to air-raid alerts, and carry fuel, water and a charged power bank because of grid outages.
• Drink-driving: Treat as zero tolerance. FCDO verbatim: "It is illegal to drive with any alcohol content in your blood." (A small statutory margin for endogenous alcohol is commonly reported in the примітка to КУпАП ст.130, but that figure could not be verified on 29 July 2026 and is deliberately not stated here — never drive after drinking). Fines plus deprivation of the right to drive, escalating for repeat offences under КУпАП ст.130. Exact amounts and deprivation periods were not verifiable on 29 July 2026 — re-verify against the current consolidated КУпАП before publishing figures.
• Speed limits: Drive on the right. Obey posted km/h limits. Numeric default limits for built-up areas, open roads, expressways and motorways could not be verified on 29 July 2026 (Правила дорожнього руху, Постанова КМУ 1306-2001-п, was unreachable) — do not publish specific numbers without re-verification. Damaged roadways, missing signage, unlit sections and war damage make posted limits an upper bound, not a target.
• Carry the original national licence, a 1968 IDP where required, passport, and — FCDO verbatim — "original vehicle registration papers, ownership documents and insurance papers at all times." For a foreign-registered vehicle: "You need to carry a green card to drive in Ukraine. A green card is proof that you have vehicle insurance when driving abroad".
• War risk dominates. FCDO advises against all travel to Crimea, to the areas within 50km of the Belarus border in Volyn, Rivne and Zhytomyr, and to all other regions of Ukraine except the western oblasts; it advises against all but essential travel to Zakarpattia, Ivano-Frankivsk, Ternopil, Chernivtsi and Lviv. "The British Embassy in Kyiv is unable to help you in person. FCDO cannot facilitate your departure from Ukraine or your evacuation".
• Road conditions, FCDO verbatim: "Roads are of variable quality and routes may be affected by the ongoing invasion. Avoid night-time travel wherever possible." and "Local driving standards are poor...There are a high number of traffic accidents, including fatalities." Martial-law curfews and military checkpoints apply and change without notice.
• After a crash, FCDO verbatim: "If you have a road accident, you must wait for the police to assess the accident. Call the police on 102." If leaving Ukraine by vehicle, the FCDO page gives the State Border Guard Service hotline: "call the SBGSU hotline on 1598 from a Ukrainian mobile".
