Do you need an International Driving Permit in Montenegro?

Montenegro's Road Traffic Safety Act answers this two ways. Art 176 stav 1 lets a person drive with a valid Montenegrin licence, with a foreign licence, or with an IDP together with a foreign licence ('međunarodnu vozačku dozvolu uz stranu vozačku dozvolu'), and stav 2 lets a foreigner on a temporary stay drive for as long as the licence is valid. But Art 325 stav 1 tačka 21 fines a driver EUR 60 to 200 for driving on a foreign licence without holding an IDP ('ukoliko ne posjeduje međunarodnu vozačku dozvolu'), and Art 319 stav 1 tačka 17 fines EUR 300 to 600 a person who drives without a valid licence or a foreign licence and an IDP ('važeću vozačku dozvolu ili stranu vozačku dozvolu i međunarodnu vozačku dozvolu'). The Act does not say which provision prevails, so whether a foreign licence is enough on its own is not established: check with the police before you travel. A foreign licence carried together with an IDP meets all three provisions. Montenegro is party to both the 1949 Geneva and 1968 Vienna conventions by succession; the Act uses only the generic term 'međunarodna vozačka dozvola' without distinguishing models. An IDP is never valid on its own — always with the original licence.

• Tourists and short-term visitors: Art 176 of the Road Traffic Safety Act names a foreign licence on its own as enough to drive, but Art 325 fines driving on a foreign licence without an IDP (EUR 60 to 200), and the Act does not say which prevails. How long can you drive in Montenegro with a foreign licence?

A temporary visitor may drive during the validity of the foreign licence and lawful temporary stay — there is no separate visitor time cap. The six-month clock in Art 176 stav 4 is a residence clock (runs from the day of entry for persons granted temporary/permanent residence or protection, and for returning Montenegrin citizens), not a tourist clock. Is Montenegro a party to the 1949 or 1968 Road Traffic Convention?

Montenegro is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; the answer below says what is established about which types Montenegro accepts from visitors.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Montenegro with your country's licence?

This answer is for tourists and temporary visitors. Moving to Montenegro as a resident? Different rules apply — see the residents section below. Montenegro's Road Traffic Safety Act lets a visitor drive on a foreign licence (Art 176), but it also fines driving on a foreign licence without an IDP, EUR 60 to 200 (Art 325), and it does not say which rule prevails, so whether a foreign licence is enough on its own is not established for any origin. A foreign licence carried together with an IDP meets both articles; the IDP is never valid alone. Check with the police before you travel. There is no visitor time cap (the licence's own validity governs); the six-month clock applies only to new residents, who can then exchange without a driving test. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Montenegro? Montenegro's official IDPs are issued by Auto-Moto Association of Montenegro (AMSCG). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Montenegro? Rules for new residents

Art 176 stav 4: a foreigner granted temporary or permanent residence, international or temporary protection, staff of foreign trade/transport/cultural representations and correspondents' offices, and a Montenegrin citizen returning to live in Montenegro, may drive on the foreign licence for six months from the day of entry into Montenegro. Art 177 stav 4 gives persons under Art 176 st. 2 i 4 a no-driving-test exchange: a Montenegrin licence is issued on the basis of the valid foreign licence, subject to Art 177 stav 1 conditions 1, 2, 3, 5 and 6 (age, medical fitness, usual residence, no driving ban, not in the fines register); the foreign licence is surrendered and sent back to the issuing state (Art 177 stav 5). Driving rules in Montenegro tourists get fined for

• Mandatory equipment: Reflective vest and first-aid kit must be in the car (Art 24); dipped beams or DRL during the day (Art 71); seat belts mandatory (Art 24 stav 1); children under 12 not on the front seat (Art 25); winter equipment in winter conditions.
• Drink-driving: Under influence above 0.3 g/kg for ordinary drivers (Art 182). Young drivers, novice drivers (and professional drivers/instructors) must have zero alcohol — Art 182a. Safest visitor rule: zero alcohol before driving. Escalating ladder ('Sl. list CG' 111/2026, in force 7 August 2026): 0.3 g/kg to 0.5 g/kg → EUR 150 to 300 (Art 322 t. 35); 0.5 g/kg to 1 g/kg → EUR 300 to 600 (Art 319 t. 19); 1 g/kg to 2 g/kg → EUR 500 to 1,000 or up to 60 days' imprisonment (Art 318 t. 14); 2 g/kg or more → 15 to 60 days' imprisonment (Art 317a t. 3); police must remove a driver above 0.3 g/kg from traffic (Art 290) and detain one above 1 g/kg (Art 296).
• Speed limits: Unless signed otherwise: 50 km/h in built-up areas (signs may allow up to 80), 80 km/h outside built-up areas, 100 km/h on roads reserved for motor vehicles (brza saobraćajnica), 130 km/h on motorways (Arts 36-38).
• Carry the original national licence plus an IDP, with passport, vehicle registration and insurance documents. An IDP is never valid on its own — Art 176 recognises it only 'uz stranu vozačku dozvolu' (together with the foreign licence); driving on a foreign licence without possessing an IDP is an offence fined EUR 60 to 200.
• A passenger car must carry one reflective vest and one first-aid kit when in traffic (buses/trucks: two vests; buses: two kits) — missing either is fined EUR 60 to 200. A driver who is outside the vehicle on the carriageway must wear the vest, so keep it inside the cabin, not in the boot.
• Dipped headlights or daytime running lights are mandatory during the day: 'Danju, na motornom vozilu za vrijeme vožnje u saobraćaju na putu, moraju da budu uključena oborena svijetla ili dnevna svijetla'.
• No guidance from Montenegro's police or Ministry of Interior was found on how the Art 325 stav 1 tačka 21 fine is applied to visitors; carrying an IDP with your foreign licence keeps you outside it.
