Driving in Montenegro: key facts

Do you need an International Driving Permit in Montenegro?

The statute is internally conflicted and this field takes the conservative reading. Art 176(1)-(2) lets a temporary visitor drive on a valid foreign national licence alone or on an IDP carried together with the foreign licence ('međunarodnu vozačku dozvolu uz stranu vozačku dozvolu'). But Art 325 stav 1 tačka 21 creates a specific offence: a driver who drives on the basis of a foreign licence 'ukoliko ne posjeduje međunarodnu vozačku dozvolu' (without possessing an IDP for the category) is fined EUR 30-60. Because that offence creates real enforcement exposure, the dossier treats the IDP as legally required and flags the drafting conflict. Counterpoint (practice tier, could not be re-read — no content): official informational pages (Skupština 'korisne informacije' for the diaspora; auto-club guidance) state an IDP is not needed for temporary visitors, and the police tourist campaign materials do not mention IDPs — in practice convention-format licences are routinely accepted. Montenegro is party to both the 1949 Geneva and 1968 Vienna conventions by succession; the Act uses only the generic term 'međunarodna vozačka dozvola' without distinguishing models. An IDP is never valid on its own — always with the original licence.

How long can you drive in Montenegro with a foreign licence?

A temporary visitor may drive during the validity of the foreign licence and lawful temporary stay — there is no separate visitor time cap. The six-month clock in Art 176 stav 4 is a residence clock (runs from the day of entry for persons granted temporary/permanent residence or protection, and for returning Montenegrin citizens), not a tourist clock. Is Montenegro a party to the 1949 or 1968 Road Traffic Convention?

Montenegro is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Montenegro accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Montenegro with your country's licence?

Montenegro recognises any foreign national driving licence for temporary visitors, but its statute contains a genuine internal conflict: Art 176 lets a visitor drive on the national licence alone, while Art 325 separately fines (EUR 30-60) any driver using a foreign licence without possessing an IDP. Carry a 1949 or 1968 IDP together with the original licence — the IDP is never valid alone. There is no visitor time cap (the licence's own validity governs); the six-month clock applies only to new residents, who can then exchange without a driving test. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Montenegro? Rules for new residents

Art 176 stav 4: a foreigner granted temporary or permanent residence, international or temporary protection, staff of foreign trade/transport/cultural representations and correspondents' offices, and a Montenegrin citizen returning to live in Montenegro, may drive on the foreign licence for six months from the day of entry into Montenegro. Art 177 stav 4 gives persons under Art 176 st. 2 i 4 a no-driving-test exchange: a Montenegrin licence is issued on the basis of the valid foreign licence, subject to Art 177 stav 1 conditions 1, 2, 3, 5 and 6 (age, medical fitness, usual residence, no driving ban, not in the fines register); the foreign licence is surrendered and sent back to the issuing state (Art 177 stav 5). Driving rules in Montenegro tourists get fined for

• Mandatory equipment: Reflective vest and first-aid kit must be in the car (Art 24); dipped beams or DRL during the day (Art 71); seat belts mandatory (Art 24 stav 1); children under 12 not on the front seat (Art 25); winter equipment in winter conditions.
• Drink-driving: Under influence above 0.3 g/kg for ordinary drivers (Art 182). Young drivers, novice drivers (and professional drivers/instructors) must have zero alcohol — Art 182a. Safest visitor rule: zero alcohol before driving. Escalating ladder (current consolidation): 0.3-0.5 g/kg → EUR 80-250 (Art 322); 0.5-1.0 g/kg → EUR 150-400 (Art 319 t. 19); 1.0-2.0 g/kg → EUR 300-1,000 or up to 60 days jail (Art 318 t. 14); highest levels and aggravated cases → 15-60 days jail (Art 317a); police must remove from traffic at 0.3-0.5 (Art 290) and can detain above 1.0 g/kg.
• Speed limits: Unless signed otherwise: 50 km/h in built-up areas (signs may allow up to 80), 80 km/h outside built-up areas, 100 km/h on roads reserved for motor vehicles (brza saobraćajnica), 130 km/h on motorways (Arts 36-38).
• Carry the original national licence plus an IDP, with passport, vehicle registration and insurance documents. An IDP is never valid on its own — Art 176 recognises it only 'uz stranu vozačku dozvolu' (together with the foreign licence); driving on a foreign licence without possessing an IDP is a specific EUR 30-60 offence.
• A passenger car must carry one reflective vest and one first-aid kit when in traffic (buses/trucks: two vests; buses: two kits) — missing either is a EUR 30-60 fine. A driver who is outside the vehicle on the carriageway must wear the vest, so keep it inside the cabin, not in the boot.
• Dipped headlights or daytime running lights are mandatory during the day: 'Danju, na motornom vozilu za vrijeme vožnje u saobraćaju na putu, moraju da budu uključena oborena svijetla ili dnevna svijetla'.
• Official informational guidance (parliament's 'useful information' pages, auto-club pages) tells temporary visitors an IDP is not needed, and roadside practice generally accepts convention-format national licences; the summer-2026 police tourist campaign flyers focus on speed/alcohol, not documents. Treat the IDP as cheap insurance against the Art 325 t. 21 fine rather than a checkpoint blocker.
