Driving in St. Lucia: key facts

Do you need an International Driving Permit in St. Lucia?

An IDP is not what authorises driving in St. Lucia and it is not mentioned anywhere in the Motor Vehicles and Road Traffic Act. By s.66(1) you may only drive if you hold a St. Lucian driver's licence, a visitor's driving permit or a learner's permit — so almost every visitor must obtain the local visitor's driving permit first, on production of a valid licence issued in their country of residence (s.30(1)). A 1949 IDP is useful only as a supporting/translation document: the official UK IDP table tells UK drivers to 'Show your UK driving licence or IDP to the police to get a visitor's licence.' The single statutory exception is s.30A: citizens of OECS Protocol Member States driving on their own Protocol-state licence need no visitor's permit at all.

• Tourists and short-term visitors: your national licence and an IDP do not authorize driving here on their own — for almost every origin, driving requires a document the destination itself issues. The answer below names it; check with the destination’s authorities whether a visitor can obtain one before you travel.

How long can you drive in St. Lucia with a foreign licence?

The visitor's driving permit is valid for not more than 3 months (Act s.30(2)); the Licensing Authority may attach conditions and may issue it for a shorter period, and it only authorises the vehicle categories covered by the licence issued in the holder's country of residence (s.30(3)). Driving authority ends when the permit expires or the underlying home licence or immigration permission ends, whichever comes first. Is St. Lucia a party to the 1949 or 1968 Road Traffic Convention?

Whether either United Nations Convention on Road Traffic applies in St. Lucia is not established: we could not confirm any ratification, accession or territorial extension covering St. Lucia for the 1949 Geneva Convention or the 1968 Vienna Convention. That is a gap in what we could establish, not a finding that St. Lucia sits outside both conventions — and it is not a status that can be inferred from the country responsible for its international relations. Treat any International Driving Permit requirement here as unconfirmed and check with the authorities before you travel.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in St. Lucia with your country's licence?

This answer is for tourists and temporary visitors. Moving to St. Lucia as a resident? Different rules apply — see the residents section below. St. Lucia does not let visitors drive on a foreign licence. By s.66(1) of the Motor Vehicles and Road Traffic Act only a St. Lucian licence, a visitor's driving permit or a learner's permit authorises driving, and an IDP does not substitute — you must obtain the local visitor's driving permit (max 3 months, s.30) before you get behind the wheel, with your licence, passport, a photo and the fee. The one exception is s.30A: citizens of OECS Protocol Member States driving on their own Protocol-state licence are exempt from the permit. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to St. Lucia? Rules for new residents

Two different clocks. The visitor's driving permit is a short-stay instrument capped at 3 months (s.30(2)) and is expressly for 'a visitor to Saint Lucia' who holds a licence issued 'in the person's country of residence' (s.30(1)). Someone who becomes resident in St. Lucia no longer satisfies that description and must move to a St. Lucian driver's licence issued under s.28 — the visitor's permit is not a residence permit and repeated renewal is not the intended route. Driving rules in St. Lucia tourists get fined for

• Mandatory equipment: Seat belts must be worn in the front seats and helmets are mandatory on motorcycles (s.192); the maximum penalty is 'a fine not exceeding $1,000 or to imprisonment for a term not exceeding 14 days or to both'. Note — corrected: the consolidated Act contains no child-restraint provision, so any child-seat advice is best practice and rental-company policy, not St. Lucian law. Carry the visitor's driving permit together with your home licence, the rental agreement, registration and insurance papers; failing to produce a licence or permit is itself an offence (s.85).
• Drink-driving: The statutory threshold is on the books, contrary to the source dossier. Under s.75 of the Motor Vehicles and Road Traffic Act a driver is intoxicated if impaired by drugs or if the alcohol proportion exceeds '80 milligrams of alcohol in 100 millilitres of blood', '107 milligrams of alcohol in 100 millilitres of urine', or '35 micrograms of alcohol in 100 millilitres of breath' — i.e. 0.08% BAC. s.75(2): 'A person shall not drive a motor vehicle on a road, or have the care or control of a motor vehicle on a road or other public place, whether it is in motion or not, while intoxicated'. A fine not exceeding EC$5,000 or imprisonment up to one year or both, in addition to the disqualification sanction under s.106 (Act s.75(3)). Refusing a breath/blood/urine test carries the same maximum — 'a fine not exceeding $5,000 or to imprisonment for a term not exceeding one year or to both' (s.75(7)).
• Speed limits: Drive on the left. The Act sets no numeric limits: s.52(1) provides that 'The Minister shall, after consultation with the Board, prescribe the speed limits applicable on all roads and may set different speed limits for different roads and different categories of motor vehicles', so limits come from ministerial order and posted signs. Speeding is an offence under s.76. Cut speed hard for hairpin bends, villages, unlit sections and broken surfaces.
• Get the permit before you drive. The UK government states: 'Travellers without a St Lucian driving licence must get a temporary driving permit.' Bring your driving licence, passport, a passport-size photo and '54 Eastern Caribbean dollars or 20 US dollars'. It is issued by the Department of Transport at the Ministry of Infrastructure, Ports, Transport, Physical Development and Urban Renewal, Union Complex, Union, Castries; telephone +1 758 468 4300 for the latest opening hours. 'Some hire car companies can get the permit for you'.
• The official UK IDP table lists St. Lucia under the 1949 permit and adds: 'Show your UK driving licence or IDP to the police to get a visitor's licence.' So the police are a recognised issuing point in addition to the Department of Transport — but the permit itself is still the thing that makes driving lawful.
• Drive on the left. The UK government warns: 'Roads can have potholes and speed bumps. Minor roads and roads in rural areas are often narrow, with steep gradients, hairpin bends and blind corners.' Also: 'Some roads are unlit at night. Road signs and hazards may not be easily visible', 'Drivers do not always use indicators', and 'Pedestrians often walk on the roads'.
• 'Accidents often happen on the main east coast road to and from Hewanorra International Airport.' 'In the event of an accident, call the police and do not move the vehicle.' The UK government also advises: 'Do not stop if you're flagged down by pedestrians. Keep car doors locked when driving'.
• The permit is short and category-bound: it lasts at most 3 months and only covers the vehicle categories your home licence covers, so a car-only licence gives you a car-only permit (Act s.30(2)-(3)).
