Do you need an International Driving Permit in St. Vincent?

Whether an IDP, or a licence from another Commonwealth country of the West Indies, lets you drive without a local licence is not established: check with the Inland Revenue Department before you travel. The department, the government licensing office, issues a local temporary (visitor's) driving licence to visitors who hold a valid driving licence issued outside St. Vincent and show one form of identification (national ID or passport); its page names no exemption. The Ministry of Finance's answer on the same licence names two exemptions from holding a local permit: for the holder of a valid permit issued in 'any other commonwealth country of the West Indies', and for the holder of an international driving permit where 'The country of issuance is a signatory to the International Convention', who must first register it with the Licensing Authority. It does not say which convention or which countries it means. UK government advice is that you must get a local temporary driving licence, and the UK IDP table says: 'Show your UK driving licence or IDP to the police to get a visitor's licence.' The UK table names the 1949 IDP for St. Vincent, and St. Vincent is not a party to the 1968 Convention. Whether a non-English national licence must be accompanied by an IDP or translation is not published — carrying a 1949 IDP alongside the home licence is the safe course.

Is St. Vincent a party to the 1949 or 1968 Road Traffic Convention?

Whether either United Nations Convention on Road Traffic applies in St. Vincent is not established: we could not confirm any ratification, accession or territorial extension covering St. Vincent for the 1949 Geneva Convention or the 1968 Vienna Convention. That is a gap in what we could establish, not a finding that St. Vincent sits outside both conventions — and it is not a status that can be inferred from the country responsible for its international relations. Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from St. Vincent? St. Vincent's official IDPs are issued by Inland Revenue Department (Licensing Office). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. Driving rules in St. Vincent tourists get fined for

• Mandatory equipment: Carry the local temporary licence at all times, plus your home licence, 1949 IDP if held, and rental/insurance papers. Use seat belts and keep doors locked while driving (FCDO advice). No verified official list of mandatory in-car equipment exists.
• Drink-driving: No statutory blood-alcohol limit could be verified from an official St Vincent and the Grenadines source. Do not drink and drive; confirm the current threshold locally. No statutory drink-driving tariff verifiable. Expect police action plus licence, rental-contract and insurance consequences.
• Speed limits: Traffic drives on the left (former British territory; UN distinguishing sign 'WV'). No national speed-limit figures could be verified from an official source — obey posted limits and cut speed sharply on narrow, unlit and unbarriered roads.
• Ask the rental company to arrange the local temporary licence before you drive — hire firms normally handle the application — and carry the temporary licence together with your home licence (and 1949 IDP if you hold one).
• Road hazards flagged by the FCDO: 'watch out for potholes and speed bumps'; 'take care on minor roads where there can be very steep drops with no safety barriers'; 'watch out for blind corners on narrow roads'. Pedestrians walk in the carriageway, many drivers do not signal, most roads are unlit at night and taxi vans stop without warning.
• After a collision: 'call the police and do not move the vehicle'. If it is night in a remote place and staying is unsafe, drive on to the nearest police station.
