Driving in Namibia: key facts

Do you need an International Driving Permit in Namibia?

No IDP is legally required. Section 41(1)(a) of the Road Traffic and Transport Act 22 of 1999 deems 'a licence authorising the driving of a motor vehicle issued in a country other than Namibia' to be a Namibian licence, subject to prescribed conditions. Separately, the Act's own definition of 'international driving permit' is wider than the treaty Namibia has joined: it covers a permit issued under or recognised by the Paris 1926, Geneva 1949 and Vienna 1968 Conventions, so a 1968-format IDP is also recognised in Namibian law even though Namibia is a party only to the 1949 Convention (succession 13 Oct 1993). Practical rule: carry a genuine 1949 IDP where you can get one, because car-hire firms and insurers ask for that format, and carry an IDP in any case if your licence is not issued in English.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Police checkpoints operate roughly 15 km outside main cities and along major routes, including the Windhoek-Swakopmund B1. Stay in the vehicle with doors locked, open the window slightly, and be ready to produce the driving licence, personal identification, vehicle registration documents and the car-rental contract. Section 31(1)(b) of the Act independently requires you to carry the licence with you in the vehicle while driving.

What side of the road does Namibia drive on?

Namibia drives on the left-hand side of the road, and overtaking is done on the right. Cars in Namibia are right-hand drive.

How long can you drive in Namibia with a foreign licence?

Namibian law sets no fixed tourist clock. Under reg 121(1) a foreign licence is deemed a valid Namibian licence 'during the period of validity thereof in the country of issue', provided the English-language, photograph and signature conditions are met. The only prescribed period, in reg 121(3), is 12 months — and it runs only for Namibian citizens (from the date of entry into Namibia) and for permanent residents (from the date permanent residence is issued), i.e. it is a residence clock, not a visitor clock. An IDP is likewise valid for its own period of validity (reg 121(2)). Separately, the US State Department tells its citizens 'You may use a U.S. license for up to 90 days'; that 90-day figure appears nowhere in the Act or the Regulations, so treat it as a conservative practical ceiling rather than Namibian law. Namibia is a Contracting Party to the 1949 Geneva Convention on Road Traffic, but not to the 1968 Vienna Convention.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Namibia with your country's licence?

This table is for tourists and temporary visitors. Moving to Namibia as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Namibia recognises a national driving licence from any other country. Section 41(1)(a) of the Road Traffic and Transport Act 22 of 1999 deems a licence issued in any country other than Namibia to be a Namibian licence, and regulation 121(1) sets the conditions: the licence must still be valid in the country of issue, carry a photograph and the holder's signature, and either be issued in English or have attached an English certificate of validity from a competent authority of the issuing country or a sworn English translation. No IDP is legally required, but hire companies routinely insist on a 1949 IDP, and Namibian law itself also recognises 1926 and 1968 permits. Gravel-road insurance exclusions, two spare tyres, water and daylight travel matter as much as the paperwork. Rules change — confirm with official sources before you travel. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Namibia? Namibia's official IDPs are issued by Automobile Association of Namibia (AA Namibia). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Namibia? Rules for new residents

Two different clocks. Visitors: the foreign licence is deemed valid for as long as it is valid in the country of issue (reg 121(1)). Namibian citizens and permanent residents: 12 months only — counted from the date of entry into Namibia for a citizen, and from the date permanent residence is issued for a permanent resident (reg 121(3)). Note also that s 41(1)(b) recognises an IDP only if it was issued 'while the holder thereof was not permanently or ordinarily resident in Namibia'. Official source.

Driving rules in Namibia tourists get fined for

• Mandatory equipment: Carry in the vehicle: the original foreign licence (required by s 31(1)(b)); an English certificate of validity or sworn English translation if the licence is not in English, or an IDP; passport / photo ID; vehicle registration and insurance papers and the rental contract. For gravel and desert routes add two spare tyres, plenty of water, extra fuel and provisions. Seat belts are compulsory for all occupants, helmets for motorcyclists, and using a hand-held phone while driving is illegal.
• Drink-driving: The statutory blood limit is 0,079 grams per 100 millilitres — s 82(2) makes it an offence to drive, or to occupy the driver's seat with the engine running, 'while the concentration of alcohol in any specimen of blood taken from any part of his or her body exceeds 0,079 grams per 100 millilitres'. The breath limit under s 82(5) is 0,37 milligrams per 1 000 millilitres. Driving under the influence of liquor or a narcotic drug is a separate offence under s 82(1) regardless of the reading. Zero is safest. Conviction under s 82(1), (2) or (5) carries, under s 106(2), 'a fine not exceeding N$20 000 or to imprisonment for a period not exceeding five years or to both such fine and such imprisonment', plus arrest and licence consequences.
• Speed limits: Drive on the left — reg 327(1): 'Any person driving a vehicle on a public road must do so by driving on the left side of the roadway'. General speed limits under reg 323: 60 km/h within an urban area; outside an urban area 100 km/h if the road is not tarred and 120 km/h if it is tarred; 120 km/h on every freeway, unless a sign shows lower. UK and US travel advice recommends staying at or below 80 km/h on gravel regardless of the 100 km/h legal limit.
• Take out comprehensive insurance: UK travel advice states verbatim, 'Take out comprehensive insurance as accidents are common on gravel and dirt roads. If you're planning to hire a car, check what insurance cover is provided. Most policies will not cover accidents that do not involve other vehicles or animals.' Single-vehicle roll-overs on gravel are the classic uncovered claim, and US guidance adds that many agencies void the policy if the crash happened while speeding.
• Gravel roads: UK advice for the January-April rainy season is to 'not go faster than 80 km/h', 'carry 2 spare tyres for punctures', 'carry plenty of water' and 'check the road conditions before setting off'. US guidance gives 80 km/h as a year-round gravel ceiling ('Do not exceed 45 mph (80km) on gravel roads') and adds extra fuel and provisions, because roadside assistance outside Windhoek is unreliable or non-existent. The statutory limit on an untarred road is higher (100 km/h) — the 80 figure is safety advice, not the law.
• Avoid driving at night outside towns — UK advice: 'avoid driving at night outside towns, as wildlife and livestock are serious hazards'. In towns and at fuel stops keep car doors locked and windows shut, do not leave the vehicle unattended, and keep valuables out of sight; smash-and-grab and remote key-fob theft are reported.
