Driving in Russian Federation: key facts

Do you need an International Driving Permit in Russian Federation?

An IDP is never legally required for visitors and never works alone: under Article 25(14) an international driving permit is invalid for driving in Russia unless presented together with the national licence. Article 25(12) admits non-citizens on foreign national or international driving permits; a 1968-convention-format national licence is the cleanest route. Licences issued by states that are not party to a shared road-safety treaty with Russia are still recognized, on the basis of reciprocity, but require a certified Russian translation unless all entries are made or duplicated in letters matching the Russian or Latin alphabet (Article 25(15)). Russia is a contracting party to both the 1949 Geneva and 1968 Vienna conventions, so both IDP types are accepted alongside the national licence.

Russian Federation drives on the right-hand side of the road, and overtaking is done on the left. Drives on the right, but right-hand-drive Japanese imports are common in the Far East.

How long can you drive in Russian Federation with a foreign licence?

A visitor who holds neither Russian citizenship nor a Russian residence permit may drive on a qualifying foreign national or international licence for the duration of lawful temporary stay — Article 25 sets no fixed visitor clock. The one-year invalidity clocks are resident/citizen events only: one year from obtaining a Russian residence permit or Russian citizenship, or (for Russian citizens) one year from the first entry into Russia after obtaining the foreign licence. Is Russian Federation a party to the 1949 or 1968 Road Traffic Convention?

Russian Federation is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Russian Federation accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Russia recognizes foreign driving documents broadly for visitors: a 1968-convention-format national licence is the cleanest route, an IDP (1949 or 1968) is optional and only valid together with the national licence, and even licences from non-convention states are recognized on reciprocity with a certified Russian translation — waived when all entries use Russian- or Latin-alphabet letters. One-year invalidity clocks apply only after residence, citizenship or (for Russian citizens) first-entry events, not to tourists on a temporary stay. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Russian Federation? Russian Federation's official IDPs are issued by State Traffic Safety Inspectorate (GIBDD / Gosavtoinspektsiya) of the Ministry of Internal Affairs — applications are accepted online. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Russian Federation? Rules for new residents

Since 1 April 2024 (Federal Law 313-FZ), a foreign national or international licence becomes invalid one year after its holder obtains a Russian residence permit or Russian citizenship; a Russian citizen using a foreign licence has one year from the first entry into Russia after obtaining that licence. Specified Belarusian licences are excepted. This is a residence/citizenship clock — it does not apply to temporary visitors. Official source.

Driving rules in Russian Federation tourists get fined for

• Mandatory equipment: Use daytime running lights or dipped headlights at all times. Carry the warning triangle and first-aid kit required by the vehicle rules, and use suitable seasonal tyres and equipment for regional conditions.
• Drink-driving: Driving while intoxicated is prohibited. The note to Code of Administrative Offences Article 12.8 sets a measurement tolerance of 0.16 mg of ethanol per litre of exhaled air; this is an instrument-error margin, not a drinking allowance. Use zero alcohol. Article 12.8(1): administrative fine of RUB 45,000 plus deprivation of driving rights for 1.5-2 years (current edition); repeat offences or cases with injury become criminal.
• Speed limits: Default passenger-car limits: 60 km/h in built-up areas (20 km/h in residential zones), 90 km/h outside built-up areas, 110 km/h on motorways, unless signs impose another limit. Some signed motorway sections permit up to 130 km/h.
• Carry the original national licence, any IDP, passport, migration-status documents, registration and compulsory OSAGO insurance. An IDP never works alone — Article 25(14) makes an international permit invalid without the national licence.
• Foreign licences generally cannot be used for business or employment directly connected with driving. A narrow exception covers citizens of Kyrgyzstan and citizens of states whose legislation establishes Russian as an official language, when using licences issued by their state of citizenship.
• Use dipped headlights or daytime running lights during daylight. Winter equipment should match local weather and posted restrictions; conditions vary greatly by region.
