Driving in Cambodia: key facts

Do you need an International Driving Permit in Cambodia?

Cambodia is a party to the 1949 Geneva Convention (accession 14 March 1956) and is not a party to the 1968 Vienna Convention, so the 1949 booklet is the only IDP form with any treaty basis here. But an IDP is not, on current official statements, a licence to drive: the Government of Canada (updated 7 July 2026) says 'You must have and carry a Cambodian driver's licence', and the Australian Embassy in Phnom Penh says 'Foreigners wishing to drive in Cambodia must hold a Cambodian driver licence' and 'At this time International licences are not accepted in Cambodia, however the authorities have indicated this may change in the future.' UK FCDO is softer: 'To hire a car or a motorcycle over 125cc, you may sometimes need to have the 1949 version of the international driving permit (IDP) and your UK driving licence', and 'For long-term car rental or to drive a private car, you need to get a Cambodian driving licence.' Practical reading: carry the 1949 IDP with the original national licence because rental desks and police ask for it, but do not treat it as legal cover — the Cambodian licence is the route the authorities name. The previous dossier claim that a 1949 IDP is legally required for visitors was not supported by any source cited and is withdrawn.

• Tourists and short-term visitors: your national licence and an IDP do not authorize driving here on their own — for almost every origin, driving requires a document the destination itself issues. The answer below names it; check with the destination’s authorities whether a visitor can obtain one before you travel.
• Car renters: Get the Cambodian licence if you will be here beyond a short holiday, and in the meantime carry the original national licence, the 1949 IDP, passport copy, rental contract, registration and insurance. Check that the vehicle class — especially a motorcycle — is covered by both the licence and the policy.

Cambodia drives on the right-hand side of the road, and overtaking is done on the left. Drives on the right, but many imported right-hand-drive vehicles historically circulated (now restricted).

How long can you drive in Cambodia with a foreign licence?

No numeric visitor-driving period is published anywhere in the sources checked, because Cambodia does not frame foreign-licence driving as a period at all — the statute routes foreigners to a Cambodian licence from day one. Do not confuse this with the exchange clocks, which are residence clocks: MPWT requires a visa valid at least 30 days (tourist visas excluded) plus a residence certificate, and art. 45 requires having 'stayed in Cambodia at least six months'. Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Cambodia with your country's licence?

This answer is for tourists and temporary visitors. Moving to Cambodia as a resident? Different rules apply — see the residents section below. Cambodia is the awkward case: it is a 1949 Geneva Convention party, yet its own law sends foreigners who want to drive to a Cambodian licence — by exchange or by test — and both Canada and the Australian Embassy state plainly that a Cambodian licence is required and international permits are not accepted. Carry the 1949 IDP with your national licence, because rental desks and police ask for it, but plan on the Cambodian licence for anything beyond a brief holiday, and never treat a rental firm's willingness to hand over keys as proof you are legal or insured. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Cambodia? Rules for new residents

Foreigners drive legally on a Cambodian licence, obtained either by exchanging a valid home-country licence at MPWT or by sitting the Cambodian theory and practical tests. Type C, D and E foreign licences cannot be exchanged for the same class — only for A or B. Official source.

Driving rules in Cambodia tourists get fined for

• Mandatory equipment: Check helmets, seat belts, lights, tyres, mirrors, brakes, registration and third-party insurance before accepting any vehicle.
• Drink-driving: Treat the limit as zero for yourself, especially on a motorcycle. No current official English-language BAC threshold or penalty table was located, so no figure is asserted. Impaired driving can bring fines, detention, licence action and refusal of insurance cover; the current transactional amounts sit in the 2017/2020 sub-decrees, which were not readable on 29 July 2026.
• Speed limits: Obey posted km/h limits and drive far below them where traffic mixes with motorcycles, pedestrians, animals or unlit vehicles.
• Get the Cambodian licence if you will be here beyond a short holiday, and in the meantime carry the original national licence, the 1949 IDP, passport copy, rental contract, registration and insurance. Check that the vehicle class — especially a motorcycle — is covered by both the licence and the policy.
• Cambodia has one of the highest road-crash rates in South-East Asia, with large numbers of fatalities and serious injuries; travel after dark significantly increases the risk. Canada warns that motorcycle crashes kill or maim several of its nationals in Cambodia each year and advises against riding. Helmets are mandatory for riders but many locally sold helmets do not meet international safety standards.
• Before hiring anything, confirm in writing that you and any passenger are covered by your travel insurance and read the rental small print. Ask for a written police receipt for any fine, and never leave a passport as rental security.
