Do you need an International Driving Permit in Benin?

France Diplomatie states verbatim: "Il est obligatoire de disposer d'un permis de conduire international et d'un contrat d'assurance local pour circuler au Bénin" (page updated 30 June 2026). Benin is a party to both conventions - the 1949 Geneva Convention by succession on 5 December 1961 and the 1968 Vienna Convention by accession on 7 July 2022 - so either IDP format is accepted. Carry a genuine 1949 or 1968 IDP together with the original matching national licence; the IDP is never valid on its own.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most non-exempt licences that is an IDP.
• Car renters: Carry the original national licence, a genuine 1949 or 1968 IDP, your passport, the rental agreement, the vehicle registration and proof of a local Beninese insurance contract. Local insurance is compulsory alongside the IDP, not optional.

Is Benin a party to the 1949 or 1968 Road Traffic Convention?

Benin is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Benin accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Benin? Benin's official IDPs are issued by Agence Nationale des Transports Terrestres (ANaTT) — applications are accepted online. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. Moving to Benin? Rules for new residents

A foreign-licence holder settling in Benin is expected to exchange the licence for a Beninese one. A six-month threshold is reported. Note: this is a residence clock and is entirely separate from the visitor rule above - do not merge the two. Official source.

Driving rules in Benin tourists get fined for

• Mandatory equipment: Wear seat belts, and a good-quality helmet on any motorcycle (explicitly urged by France Diplomatie). Confirm child restraints, warning triangle, spare wheel, jack, first-aid kit and fire extinguisher with the vehicle provider; no verified Beninese mandatory-equipment list was located.
• Drink-driving: 0.8 g/l of blood, per France Diplomatie's Benin 'Informations utiles' — not Benin's own statute, which could not be reached. That page was updated 30 June 2026. Driving at zero alcohol remains the safe practice. No official Beninese penalty tariff for impaired driving was located. Expect police detention, prosecution, licence action and loss of insurance cover.
• Speed limits: No official Beninese speed-limit table could be verified; all .bj government sources were unreachable. Obey posted km/h limits and police directions. Road surface, motorcycle density and settlement traffic frequently require substantially lower speeds than the posted maximum.
• Carry the original national licence, a genuine 1949 or 1968 IDP, your passport, the rental agreement, the vehicle registration and proof of a local Beninese insurance contract. Local insurance is compulsory alongside the IDP, not optional.
• Traffic keeps right. Avoid unnecessary night driving, keep extra stopping distance, and expect heavy motorcycle traffic - including zemidjan moto-taxis - plus pedestrians, animals and unlit vehicles.
• Main roads linking Cotonou to neighbouring countries are in satisfactory condition, but travellers heading north should carry reserve fuel because filling stations there frequently run dry.
• After an accident, take any casualty to the nearest hospital or medical facility immediately. If bystanders react aggressively, leave the scene and report the accident at the nearest police station - in Cotonou, the central commissariat.
• If you ride or hire a motorcycle, France Diplomatie states that wearing a good-quality helmet is indispensable. Prefer registered taxis over zemidjans in Cotonou.
• Confirm with the rental provider before pickup that your specific IDP format is accepted and that the vehicle carries a valid local insurance certificate.
