Driving in Estonia: key facts

Do you need an International Driving Permit in Estonia?

No IDP is needed if the national licence's entries are in Latin printed or handwritten characters or transliterated into Latin script and the licence shows the symbol and a description of the category held (Road Traffic Act s 99(2); a vehicle pictogram, maximum mass or permitted passenger number counts as a sufficient description). A licence that fails that test is valid in Estonia only together with an International Driving Permit or an officially certified translation (s 99(3)). If the licence carries no pictogram, mass or passenger-number data at all, an officially certified translation of a certificate issued by the issuing authority or by that country's mission is required instead. An IDP is never valid on its own - it works only with the national licence. Estonia issues IDPs under both the 1968 Vienna and the 1949 Geneva Conventions and accepts an IDP as the s 99(3) cure regardless of which convention it was issued under.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original national licence and your passport or ID, plus - if the licence is not in Latin script or does not describe the category - an IDP or an officially certified translation. Keep registration, insurance and rental papers in the vehicle.
• EU / EEA licence holders: no IDP needed — EU, EEA and Swiss licences are valid in Estonia.

Is Estonia a party to the 1949 or 1968 Road Traffic Convention?

Estonia is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Estonia accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Estonia with your country's licence?

Estonia is unusually open. Since the July 2024 amendment to section 99 of the Road Traffic Act, the licence of any state - not just of Vienna or Geneva Convention parties - is valid for driving in Estonia for the whole of a visitor's legal stay, provided its entries are in Latin script and it shows the symbol and a description of the category held. An IDP is therefore conditional rather than universal: it (or an officially certified translation) is what makes a non-Latin-script or under-described licence valid. Convention membership still matters, but only later - it decides how easily a licence is exchanged once you settle in Estonia. Rules change — confirm with official sources before you travel. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Estonia? Rules for new residents

Two different clocks. Tourists and other temporary visitors: the whole legal stay. Someone who takes up permanent residence in Estonia (usually living here at least 185 days per calendar year): EU/EEA/Swiss licences stay valid to their expiry date (s 99(9)), while every other foreign licence is valid for only 12 months from taking up permanent residence (s 99(10)-(12)). Driving rules in Estonia tourists get fined for

• Mandatory equipment: Lights on at all times; seat belts for every occupant; a warning triangle for emergency stops and accidents; a high-visibility vest for category B/C/D/T drivers stepping onto a rural carriageway in darkness or poor visibility. General first-aid-kit and tyre requirements come from the ministerial technical-requirements regulation, not from the Road Traffic Act (the Act only requires first-aid equipment in vehicles that count as a workplace) - check what your rental car actually carries.
• Drink-driving: The prohibited threshold is 0.20 milligrams of alcohol per gram of blood, or 0.10 milligrams per litre of exhaled air (Road Traffic Act s 69(3)) - roughly 0.02 per cent. Cyclists, light-electric-vehicle riders and mini-moped riders have a 0.50 mg/g blood / 0.25 mg/l breath limit (s 69(3-1)). At 0.20-0.49 mg/g blood or 0.10-0.24 mg/l breath the penalty is a fine of up to 100 fine units or withdrawal of the right to drive for up to six months (s 224(1)). At 0.50-1.49 mg/g blood or 0.25-0.74 mg/l breath it rises to up to 300 fine units, detention, or withdrawal of the right to drive for up to twelve months (s 224(2)).
• Speed limits: 50 km/h in built-up areas and 90 km/h outside them by default; posted raised rural limits (commonly 100 or 110 km/h in summer) are permitted up to a statutory maximum of 120 km/h; 20 km/h in yard areas; ice roads have their own 10-25 or 40-70 km/h regime.
• Carry the original national licence and your passport or ID, plus - if the licence is not in Latin script or does not describe the category - an IDP or an officially certified translation. Keep registration, insurance and rental papers in the vehicle.
• Traffic keeps right. Default limits are 50 km/h in built-up areas and 90 km/h outside them (s 15(1)). The Transport Administration may raise the rural limit to a maximum of 120 km/h and a local authority may raise the built-up-area limit to 90 km/h (s 15(2)); in practice the raised rural limits posted in summer are 100 or 110 km/h. In residential (yard) areas the limit is 20 km/h.
• Headlights are compulsory at all times: while driving, a motor vehicle must show dipped or main beam plus position and number-plate lights (s 40(1)); in daylight daytime running lights may be used instead of dipped beam (s 40(2)).
• Seat belts are compulsory for every occupant of a belt-equipped vehicle (s 30(1)). Drivers of category B, C, D and T vehicles must wear a high-visibility vest when they leave the vehicle onto the carriageway of a road outside a built-up area in darkness or poor visibility after an emergency stop (s 33(7)). A warning triangle must be used in the situations listed in s 39(8) and placed at least 25 m behind the vehicle in a built-up area and 50 m outside one (s 39(9)).
• Winter tyres are required in the Estonian winter season and studded tyres are permitted only in a defined window, but these dates sit in the ministerial vehicle-technical-requirements regulation rather than in the Road Traffic Act, and the season can be extended by weather. Confirm the exact dates for your travel period, and confirm with the rental company which tyres are fitted.
