Do you need an International Driving Permit in Guadeloupe?

Guadeloupe is a French overseas department, so French law applies in full. No IDP is required as such - the foreign national licence is what authorises driving. But a licence not written in French must be accompanied by an International Driving Permit or an official French translation (legalised or apostilled if made abroad). Service-public.gouv.fr F1459 states the condition verbatim: 'Etre redige en francais, ou etre accompagne d'un permis de conduire international (sauf pour le permis britannique), ou d'une traduction officielle.' UK licences are expressly exempt; EU/EEA licences need nothing extra. France is a party to both the 1949 Geneva and 1968 Vienna Conventions and French law says only 'permis de conduire international' without naming a convention, so either IDP type is on its face acceptable. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you β€” you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence β€” by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

  • Travelling from Guadeloupe? Guadeloupe's official IDPs are issued by ANTS β€” Agence nationale des titres sΓ©curisΓ©s (France Titres) β€” applications are accepted online. Official site.
  • Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs β€” a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document β€” a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Guadeloupe? Rules for new residents

A separate clock from the visitor one. Once you acquire 'residence normale' (185+ days per calendar year for personal or professional ties), a non-EU/EEA licence is valid for 1 year from that date - 'Un permis de conduire delivre par un pays non europeen est valable pendant 1 an a partir de l'acquisition de la residence normale' - after which 'L'echange contre un permis francais est obligatoire pour pouvoir conduire plus longtemps'. EU/EEA licences remain valid while valid, with exchange triggered only by expiry, loss/damage or a French traffic offence. Official source.

Driving rules in Guadeloupe tourists get fined for

  • Mandatory equipment: A warning triangle and a high-visibility vest are obligatory ('Le triangle de presignalisation et le gilet de haute visibilite sont obligatoires'). A breathalyser (ethylotest) is not obligatory - 'Il n'est pas obligatoire d'avoir un ethylotest dans sa voiture.' Seat belts for all occupants and approved child restraints are mandatory; hand-held phone use is prohibited.
  • Drink-driving: 0.5 g/L blood (0.25 mg/L breath) for ordinary drivers; 0.2 g/L blood (0.10 mg/L breath) for probationary/novice drivers and public-transport drivers. 0.5-0.8 g/L: 135 EUR fixed fine (max 750 EUR), 6 points, suspension up to 3 years. 0.8 g/L or above: criminal offence, up to 9,000 EUR and 3 years prison, 6 points, licence suspension or cancellation. Refusing a test: up to 4,500 EUR and 2 years.
  • Speed limits: Drive on the right. French limits: 50 km/h built-up areas, 80 km/h undivided two-way roads, 90 km/h roads with two or more lanes in the same direction, 110 km/h dual carriageways, 130 km/h motorways; reduced in rain to 110/100/80 and lower for probationary drivers (110 motorway, 100 dual carriageway, 80). Guadeloupe has a limited fast-road network rather than a metropolitan-style motorway system, so treat the posted sign as authoritative rather than assuming 130 km/h applies.
  • Carry the original licence at all times, plus the IDP or official French translation if the licence is not in French, and passport/ID, vehicle registration, insurance and rental papers. An IDP alone is never sufficient.
  • Drive on the right. French signage, priority (including priorite a droite where signed), roundabout, restraint and hands-free phone rules apply exactly as in mainland France.
  • Non-resident drivers stopped for an offence can be made to pay an immediate deposit (consignation) and the vehicle can be held until it is paid; offences detected by camera can still be pursued after you go home.
  • Monitor hurricane, heavy-rain, flooding and Soufriere volcanic alerts; roads can be closed or damaged at short notice, and mountain roads in Basse-Terre are narrow and steep.
  • Rental companies set their own, stricter rules (typically 21+ or 25+, minimum 1-3 years licence held, and some insist on an IDP regardless of the legal position). Confirm with the rental desk before booking.
