Driving in British Virgin Islands: key facts

Do you need an International Driving Permit in British Virgin Islands?

No IDP is required, and none has legal force here: the UK never extended either the 1949 Geneva or the 1968 Vienna Convention to the British Virgin Islands (per both UN depositary status pages), so the territory is a party to neither. Visitors drive on their own valid overseas licence for up to 30 days; after that a temporary BVI driver's licence from the Department of Motor Vehicles is needed. An IDP is still worth carrying if your licence is not in English/Latin script, purely as a translation booklet — not as a legal entitlement.

How long can you drive in British Virgin Islands with a foreign licence?

Up to 30 days driving on a valid overseas licence. Beyond 30 days a temporary BVI driver's licence is required — issued by the Department of Motor Vehicles for a maximum of three months. Is British Virgin Islands a party to the 1949 or 1968 Road Traffic Convention?

The two United Nations Conventions on Road Traffic have different answers in British Virgin Islands, and only one of them is settled. The 1968 Vienna Convention does not apply: the United Kingdom declared on ratifying it that the ratification "only applies to the Metropolitan United Kingdom and does not apply to any Crown Dependency or Overseas Territory unless the United Kingdom makes an express declaration", and the only such declaration on record names Gibraltar, Guernsey and Jersey. The 1949 Geneva Convention is genuinely disputed rather than simply unrecorded. Against it applying: between 1958 and 1965 the United Kingdom filed eighteen dated notifications extending that Convention to twenty-eight named territories, and British Virgin Islands is not among them. For it applying: the same 2018 declaration adds that until an express declaration is made, the 1949 Convention "will continue in force in relations between the contracting parties to those Conventions and the Crown Dependencies and Overseas Territories". This guide does not choose between those readings. Treat any International Driving Permit requirement here as unconfirmed and check with the authorities before you travel.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to British Virgin Islands? Rules for new residents

Two different clocks. (1) The 30-day visitor clock: drive on your overseas licence. (2) The temporary-licence clock: a temporary BVI licence covers up to three months and is for bona fide visitors only. (3) Anyone settling has to get a full BVI licence — and eligibility is status-gated, not time-gated: gov.vg requires the applicant to be a Virgin Islands citizen, a Belonger, a resident, a work-permit holder or a student-visa holder. A long-stay visitor with no such status cannot obtain a full licence and must stay on the temporary route. Official source.

Driving rules in British Virgin Islands tourists get fined for

• Mandatory equipment: Carry the licence, passport, rental agreement, registration and insurance documents. Seat belts and child restraints are standard expectations; no BVI statutory text confirming the equipment/restraint rules was reachable.
• Drink-driving: No official BVI blood-alcohol figure could be verified. Secondary sites contradict each other (0.05% vs 0.08%), so no number is asserted here. Drink-driving is an offence — do not drink and drive. No published penalty tariff verified. Expect arrest, prosecution, licence consequences and an insurer that will not pay.
• Speed limits: Drive on the left and obey posted limits, which are low. A secondary travel guide cites a 40 mph (64 km/h) maximum; this is not from a BVI legal source and should not be relied on — signage governs.
• Carry the original overseas licence plus passport, rental agreement, registration and insurance papers. If you will be on-island past day 30, get the temporary licence before day 31 — not after.
• Drive on the left. Verbatim from the FCDO: 'The majority of cars are left-hand drive, but you drive on the left as in the UK.' Roads on Tortola and Virgin Gorda are steep, narrow and sharply cambered with blind hairpins.
• Who issues the temporary licence is contested. The official BVI DMV FAQ states that only the DMV issues it — 'only the Dept.of Motor Vehicle issues temporary driver's license and not a Car Rental company' — while tourism and rental-industry sites still say rental desks issue it. Assume you may have to visit the DMV at Pockwood Pond, Tortola (or Vanterpool's Building, The Valley, Virgin Gorda) in person.
• Many rental companies require a temporary BVI licence from every renter regardless of the 30-day rule, as a contract condition. That is a commercial requirement, not the law — budget roughly US$10 and the time to obtain it anyway.
• Hurricane season runs June-November; storms, debris and damaged road surfaces can disrupt travel. Follow the BVI Department of Disaster Management. Note: the previously cited 'UK government BVI weather guidance' page could not be located (the gov.uk regional-risks path served no content) — treat this as general advice, not sourced guidance.
