Driving in Finland: key facts

Do you need an International Driving Permit in Finland?

An IDP is conditional, never universal. A visitor with a licence from a Geneva (1949) or Vienna (1968) Convention state shows the national licence with an IDP or an official Finnish, Swedish or English translation — but neither is needed if the national licence itself clearly indicates its categories and validity (Traficom). For licences from other states recognised by Finland, the Driving Licence Act 61 § accepts the licence alone if its data are printed in Latin letters and the vehicle rights are evident; otherwise a translation (Finnish, Swedish, Norwegian, Danish, English, German or French, by an authorised translator or other reliable source) must accompany it. Finland is party to both conventions, so both IDP types are usable.

How long can you drive in Finland with a foreign licence?

EU/EEA and Geneva/Vienna convention-state licences (plus Hong Kong, Macao and Taiwan) are valid for visiting Finland for as long as the licence itself is valid — no separate tourist clock. Licences from other states recognised by Finland are valid only in mainland Finland (not Åland), for moped, motorcycle or passenger car (classes A1/A2/A/B), for one year from entry into the country (or from entry in the population register). Separate resident clocks: two years (convention/comparable states) or one year (other recognised states) after taking permanent residence. Is Finland a party to the 1949 or 1968 Road Traffic Convention?

Finland is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Finland accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Finland with your country's licence?

This table is for tourists and temporary visitors. Moving to Finland as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Finland is one of Europe's most permissive destinations for foreign licences. EU/EEA licences are valid as such; Geneva/Vienna convention licences (plus Hong Kong, Macao and Taiwan) work for the whole visit; and since February 2018 a car or motorcycle licence from essentially any state Finland recognises works in mainland Finland for one year from entry. An IDP or official translation is needed only when the licence does not clearly show its categories and validity — in practice, when it is not in Latin script. Permanent residents face a two-year exchange clock for convention licences and a one-year clock for other recognised-state licences. Rules change — confirm with official sources before you travel. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Finland? Finland's official IDPs are issued by Autoliitto — Automobile and Touring Club of Finland (ATCF) — applications are accepted online. Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Finland? Rules for new residents

EU and EEA licences remain valid while current. A holder of a convention/comparable-state licence who moves permanently must exchange before two years have elapsed ('When two years have passed from your moving into Finland, you are no longer entitled to drive with your foreign driving licence.'). A licence from another state recognised by Finland is accepted for one year after moving/population registration. Official source.

Driving rules in Finland tourists get fined for

• Mandatory equipment: Use winter tyres when conditions require (1 Nov-31 Mar window), seat belts and child restraints. Keep a warning triangle and high-visibility vest in the vehicle; for cold-weather travel carry warm clothing and a flashlight, and check the rental car's winter equipment.
• Drink-driving: The drink-driving limit is 0.5 per mille in blood or 0.22 mg/l in breath; 'driving while seriously intoxicated' (aggravated) begins at 1.2 per mille or 0.53 mg/l (Criminal Code Ch. 23, Sections 3-4). The practical safe rule is zero alcohol. Driving while intoxicated: a fine or imprisonment for at most six months, plus a driving ban; the aggravated offence carries at least 60 unit fines or imprisonment for at most two years. Finnish day-fines are income-based.
• Speed limits: Unless signed otherwise, 50 km/h applies in built-up areas and 80 km/h outside them. Higher 100 or 120 km/h limits exist on selected roads, but seasonal winter limits commonly reduce 100 km/h roads to 80 km/h.
• Carry the original licence and, when needed, the IDP or official translation (Finnish, Swedish or English on the convention route). Carry identity, registration and insurance documents as well; police may ask for the IDP/translation in traffic surveillance.
• Drive on the right. A built-up-area sign indicates a speed limit of 50 km/h; outside built-up areas the default is 80 km/h unless signs set another limit.
• Winter tyres must be used according to weather or driving conditions from 1 November until 31 March. From 1 December 2024 the M+S marking alone is no longer sufficient: winter tyres must carry the 3PMSF mountain marking or be studded (M+S accepted for O2 trailers until 30 Nov 2029).
