Driving in Zimbabwe: key facts

Do you need an International Driving Permit in Zimbabwe?

Zimbabwe recognises a bare foreign driving licence, so an IDP is not legally required. Where an IDP is used, Zimbabwe's own statute defines "the Convention" as either the 1949 Geneva or the 1968 Vienna Convention (Road Traffic Act [Chapter 13:11] s.16), so both permit types have a legal basis. Zimbabwe is a party to both (1968 Vienna: accession 31 Jul 1981; 1949 Geneva: succession 1 Dec 1998). An IDP never replaces the original licence and must be carried with it. Carry a 1968 IDP if your licence is not in English or lacks a photograph/signature.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.

How long can you drive in Zimbabwe with a foreign licence?

There is no fixed driving-day cap for visitors. Under s.18(1) a foreign licence is recognised "during the period of validity of such foreign drivers licence" for anyone who is not ordinarily resident in Zimbabwe - i.e. for as long as the licence itself is valid. In practice your driving window is bounded by your immigration entry permit, not by a licence rule. The widely repeated "12 months" figure is the residents' clock in s.18(2), and the "90 days" figure circulating on commercial sites has no statutory basis found. (Road Traffic Act [Chapter 13:11] s.18(1))

Is Zimbabwe a party to the 1949 or 1968 Road Traffic Convention?

Zimbabwe is a Contracting Party to both United Nations Conventions on Road Traffic — the Geneva Convention of 19 September 1949 and the Vienna Convention of 8 November 1968. International Driving Permits of both the 1949 and the 1968 type are therefore issued against its framework; which types Zimbabwe accepts from visitors is shown in the table above.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Zimbabwe with your country's licence?

This table is for tourists and temporary visitors. Moving to Zimbabwe as a resident? Different rules apply — see the residents section below. Find your licence's country of issue below. Zimbabwe recognises any valid foreign driving licence - regardless of issuing country or treaty membership - provided it bears the holder's photograph and signature and you are not ordinarily resident in Zimbabwe. Recognition lasts for the whole validity of the licence (Road Traffic Act [Chapter 13:11] s.18(1)); there is no visitor day-count. No IDP is legally required, but Zimbabwe's own statute accepts both the 1949 and 1968 permit types, and one is strongly advised if your licence is not in English. A separate residence clock starts the moment you hold any immigration permit other than a visitor's entry certificate, after which a Zimbabwean licence from the Central Vehicle Registry is required. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Zimbabwe? Zimbabwe's official IDPs are issued by Automobile Association of Zimbabwe (AAZ). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Zimbabwe? Rules for new residents

Two different clocks. As long as you hold only a visitor's entry certificate you are not ordinarily resident and s.18(1) gives you the full validity of your foreign licence. The moment you are granted any certificate or permit other than a visitor's entry certificate under the Immigration Act [Chapter 4:02] (or refugee legislation), s.18(2) switches you to a residence clock: your foreign licence is deemed valid from the later of your entry date or the grant date, and only until the earlier of (a) the expiry of the foreign licence or (b) "the expiry of such period as may be prescribed". UK government guidance reports that prescribed period as 12 months, after which a Zimbabwean licence must be obtained from the Central Vehicle Registry. Foreign-government travel advice.

Driving rules in Zimbabwe tourists get fined for

• Mandatory equipment: Seat belts are mandatory (regulations made under the Act provide for safety belts to be fitted and worn). Police at roadblocks commonly check for a serviced fire extinguisher and reflective warning triangles. Carry a first-aid kit, spare tyre, tools, vehicle registration, insurance and, for a foreign-registered car, the police vehicle clearance certificate.
• Drink-driving: The statutory limit is 80 mg of alcohol per 100 ml of blood (0.08%) - Road Traffic Act [Chapter 13:11] s.54(2). Driving while under the influence of alcohol or drugs is separately an offence under s.55 regardless of the reading. Given enforcement variability and the severity of crash outcomes, drive at zero. Fine not exceeding level ten, or imprisonment up to five years, or both (s.54(2)(b)); for a commuter omnibus or heavy vehicle, imprisonment of not less than one and not more than ten years (s.54(2)(a)). Courts may also prohibit the offender from driving. The current cash value of a level-ten fine was not verified.
• Speed limits: Drive on the left. Speeding is an offence under s.50(1) - fine not exceeding level six, up to six months' imprisonment, or both. The Act itself does not state the numeric limits (they sit in subordinate instruments and posted signs); widely cited defaults for cars are 60 km/h in built-up areas, 80 km/h on rural roads and 120 km/h on highways, with lower figures for heavy vehicles - these figures come from unofficial aggregators only. Obey posted signs, slow to town speed on approach, and stop fully at roadblocks, toll gates and for official motorcades.
• Verbatim GOV.UK: "If you're bringing a vehicle not registered in Zimbabwe into the country, you must have a police vehicle clearance certificate (temporary import permit)".
• Verbatim GOV.UK: "Obey police signals, stop at roadblocks and toll gates. Make sure you get a receipt if you have to pay a fine." Also: "Make sure you have copies of your passport's photo page and visa with you in the car at all times".
• A Zimbabwean legal practitioner's memo argues that a driver's licence is itself a statutory identity document, so producing a passport at a roadblock is not strictly a legal requirement (Public Order and Security Act [Chapter 11:17] s.32 and related statutes) - but it advises carrying the passport or a certified copy anyway to shorten roadside arguments. Treat as practice, not as a rule to rely on.
• Avoid driving outside towns at night. Potholes, unlit and broken-down vehicles, failed traffic signals, livestock and pedestrians are the dominant hazards; GOV.UK describes driving standards as poor and accidents as common. Carry a medical kit, water, cash and enough fuel for the leg.
• An IDP must be produced together with the original foreign licence - it is never a standalone document.
