Driving in Gabon: key facts

Do you need an International Driving Permit in Gabon?

Gabon is a party to neither the 1949 Geneva nor the 1968 Vienna Convention on Road Traffic - verified directly against the UN depositary status lists (1949: 103 parties, participants run Fiji, Finland, France, Georgia, Ghana... with no Gabon; 1968: 91 parties, no Gabon). No treaty therefore obliges Gabon to honour an IDP. No published Gabonese text was found that says whether a foreign IDP is accepted, or in which format: check with the Direction Générale des Transports Terrestres (DGTT), which issues IDPs in Gabon, and with your rental company before you travel. UK government advice is to carry the IDP together with your national licence.

• Tourists and short-term visitors: carry your national licence together with the document named in the row for your country of issue, in the table below — for most origin licences that document is not an IDP, so read your own answer rather than assuming one.
• Car renters: Carry the original licence, passport and visa (or certified copies), vehicle registration, rental contract and insurance; UK government advice is to carry an IDP with the licence. If your authorized stay exceeds three months, carry the registration sheet as well once obtained.

How long can you drive in Gabon with a foreign licence?

No published Gabonese rule was found that says how long a visitor may drive on a foreign licence: Order 00140/MT/2016 covers only holders authorized to stay beyond three months (article 2). Those holders need a registration sheet to drive on the licence (article 3), unless it was issued by a country that has a reciprocal-recognition agreement with Gabon; the order names no such country. The trigger is the length of stay the holder is authorized for, not days elapsed. Licences from the other CEMAC states are recognized under the CEMAC road code (art. 8). For a stay authorized for three months or less on any other licence, the rule is not established: check with the DGTT before you drive. UK government advice is to carry an IDP with your licence. A Gabonese legal blog reads the order as requiring registration before any driving for a licence from a country without a reciprocity agreement; the order's text limits it to stays authorized beyond three months. Is Gabon a party to the 1949 or 1968 Road Traffic Convention?

Gabon is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. An official convention IDP cannot be issued in Gabon, and convention rules do not bind it — licence acceptance is governed purely by local law and bilateral arrangements.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Gabon with your country's licence?

Gabon is a party to neither road-traffic convention, so neither convention obliges it to honour a foreign licence or an IDP. The order does not apply to a licence from a country that has a reciprocal-recognition agreement with Gabon, and names no such country. For any other licence, no published Gabonese text was found that says what a visitor authorized to stay three months or less may drive on, so its row below reads Not established: check with the Direction Générale des Transports Terrestres (DGTT) before you travel. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Gabon? Gabon's IDPs are issued by Direction Generale des Transports Terrestres (DGTT). Official site. Gabon is party to neither road-traffic convention, so the permit is issued outside the UN convention framework and is not an official convention IDP — check that your destination accepts it.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Gabon? Rules for new residents

A foreign-licence holder authorized to stay in Gabon beyond three months must obtain a fiche d'enregistrement (foreign-licence registration sheet) from the national centre for vehicle documents / DGTT within three months of arrival, and must carry it with the original licence. The order excludes a licence issued by a country that has a reciprocal-recognition agreement with Gabon (article 2) but names no such country; CEMAC member states recognize one another's licences, subject to an authenticity check (CEMAC road code, art. 8), and the French foreign ministry states the same three-month-from-arrival deadline for French licences. This clock is driven by the holder's stay authorization, not by a tourist day-count. Official source.

Driving rules in Gabon tourists get fined for

• Mandatory equipment: Every vehicle must carry a fire extinguisher (for a car up to 3.5 t, one 1 kg multi-purpose ABC powder extinguisher with a pressure gauge) and a first-aid kit (Order 00481/MT of 27 September 2016, articles 2 and 10; fine for a light vehicle: 25,000 CFA francs), and every four-wheeled vehicle a red warning triangle (CEMAC road code, art. 49). Motor vehicles must also be fitted with devices that reduce exhaust emissions (Order 1364/PM of 3 November 2017), which is why UK guidance lists a catalytic converter: it is part of the car, not an item to carry. The CEMAC code requires a torch only in public passenger vehicles (art. 46); UK guidance also advises a torch and a set of wheel chocks. Check the vehicle's lights, brakes, tyres and insurance before setting off.
• Drink-driving: Under the CEMAC road code, which applies in Gabon, a driver whose alcohol test shows more than 0.8 g/l of blood alcohol can have the licence seized by the officer and suspended for up to a year (art. 9 and 11). Treat the working limit as zero. No official drink-driving penalty table was located. Impaired driving can lead to arrest, prosecution and loss of insurance cover.
• Speed limits: Drive on the right and obey posted km/h limits. The CEMAC road code, which applies in Gabon, sets 60 km/h in built-up areas (40 km/h for vehicles over 3.5 t) and, outside built-up areas unless a lower limit is set, 110 km/h for cars and motorcycles up to 3.5 t other than taxis and public transport, 90 km/h for public transport and for vehicles of 3.5 to 12.5 t, and 60 km/h for heavier vehicles and vehicles towing a trailer over 750 kg (art. 90). Reduce speed for checkpoints, rain, poor inland roads and unlit traffic.
• Carry the original licence, passport and visa (or certified copies), vehicle registration, rental contract and insurance; UK government advice is to carry an IDP with the licence. If your authorized stay exceeds three months, carry the registration sheet as well once obtained.
• UK government advice is that official checkpoints are common and that police will ask for your passport, driving licence and vehicle registration documents; it also says the car should have a first aid kit, fire extinguisher, warning triangle, torch and a set of wheel chocks, and a catalytic converter, which is fitted to the vehicle rather than carried.
• Avoid travelling by road at night, as many roads are unlit. Road conditions in central Libreville are generally good but poor inland; a four-wheel-drive vehicle is needed on many inland roads during the rainy seasons (October to mid-December and mid-February to May). Keep doors locked and windows closed while driving, and park in well-lit areas.
