Do you need an International Driving Permit in Sri Lanka?

Sri Lanka's binding requirement is not the IDP itself but a local Sri Lankan recognition permit (temporary driving permit) endorsing your foreign entitlement — no visitor may drive on a home licence or an IDP alone. In practice an IDP is required to get that permit: the UK FCDO states 'You need a 1949 international driving permit (IDP) and a Sri Lankan "recognition permit" to drive a hire vehicle', and the Automobile Association of Ceylon has (per operator reporting, from 30 March 2025) issued recognition permits against an IDP only. A narrower route exists: Canada's travel advice says a national licence can be presented, but 'Canadian driver's licences are accepted only at the DMT' and must include 'a certified translation if not in English'. Carry the original national licence, the 1949 IDP, passport/visa and 2 passport photos, and treat the IDP as required.

• Tourists and short-term visitors: your national licence and an IDP do not authorize driving here on their own — for almost every origin, driving requires a document the destination itself issues. The answer below names it; check with the destination’s authorities whether a visitor can obtain one before you travel.

How long can you drive in Sri Lanka with a foreign licence?

You may drive only for the validity printed on the Sri Lankan recognition permit, and never beyond your underlying national licence, 1949 IDP or immigration permission — whichever expires first. Reported practice: the DMT-issued temporary permit runs about 30 days, while the AA Ceylon recognition permit can run up to 1 year, capped by IDP and visa validity. Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Sri Lanka? Rules for new residents

Two different clocks. The visitor recognition permit is a short-term endorsement of a foreign entitlement and is not a residence permission; it does not start or count toward any residence-based licensing clock. A resident or long-stay driver must move to a Sri Lankan licence through the Department of Motor Traffic. Official source.

Driving rules in Sri Lanka tourists get fined for

• Mandatory equipment: Seat belts and motorcycle helmets are required. Carry the original licence, the 1949 IDP, the recognition permit, and the vehicle's registration and insurance. Check the vehicle's roadworthiness before departure.
• Drink-driving: Sri Lanka enforces a legal blood-alcohol limit, with stricter treatment for professional and novice drivers, but the current statutory figure could not be verified from an official source on 2026-07-29. Treat the safe rule as zero alcohol. Drink-driving can lead to arrest, court proceedings, fines, imprisonment and loss of the recognition permit; the current statutory penalty schedule is unverified here.
• Speed limits: Drive on the left. Obey posted km/h limits; the widely quoted framework is lower limits in built-up areas, higher on open roads and highest on the expressway network, but the current statutory figures are unverified here. Conditions frequently require speeds well below the posted maximum.
• Get the recognition permit before collecting a vehicle. UK FCDO: 'Take your UK driving licence and your IDP along with 2 passport photos to: Automobile Association of Ceylon 40 Sir Mohomad Macan Markar Mawatha Colombo 00300'; 'They will verify your documents and issue a recognition permit. Your hire car company will usually help with this.' Carry licence, IDP and permit together at all times.
• There is more than one issuing point. Government of Canada: obtain documentation from 'the permit counter at Bandaranaike International Airport', 'the Automobile Association of Ceylon in Colombo', or 'the Department of Motor Traffic (DMT) in Werahera'. The airport counter is the practical option on arrival.
• UK FCDO: 'check that the company you rent the vehicle from is registered with the Sri Lanka Tourist Board and has a "Safe & Secure" certificate.' Confirm the insurance is valid for a driver holding only a recognition permit.
• UK FCDO: 'Some roads, particularly in more remote areas, may be in poor condition. Driving is erratic and there are frequent road accidents, particularly at night.' Government of Canada adds that 'Drivers can be aggressive and reckless' and suggests you 'consider hiring a driver'.
• UK FCDO: 'There are still security checkpoints on main roads in parts of the country. Follow the instructions of the police or army officers on duty. Security forces have opened fire on vehicles that have not stopped when asked.' Stop and comply, every time.
• A recognition permit issued for a car does not automatically cover a motorcycle, scooter or tuk-tuk — the corresponding category must exist on your home licence and IDP, and operators report separate handling for tuk-tuks.
