Do you need an International Driving Permit in Sri Lanka?

Under Sri Lanka's Motor Traffic Act, a bona fide visitor holding a valid International Driving Permit issued by a state party to the 1968 Vienna Convention is deemed to hold a Sri Lankan driving licence for the vehicle classes on the permit, provided the permit is valid within the meaning of Article 41 of that Convention and is carried while driving and produced on demand to a police officer or an Examiner of Motor Vehicles (s.132B, inserted by Act No. 8 of 2009). The Act does not mention the 1949 IDP or the recognition permit. A visitor without a 1968-Convention permit needs a Sri Lankan document before driving: the Act lets the Commissioner-General issue a bona fide visitor a temporary driving licence, with or without a driving test (s.132(1)). UK and Canadian government travel advice and hire companies point visitors to a Sri Lankan recognition permit: the UK FCDO states 'You need a 1949 international driving permit (IDP) and a Sri Lankan ‘recognition permit’ to drive a hire vehicle', and operators report that since 30 March 2025 the Automobile Association of Ceylon issues recognition permits against an IDP only. Canada's travel advice also allows a national licence, but 'Canadian driver’s licences are accepted only at the DMT' and must come with 'a certified translation if not in English'. If you hire a vehicle, expect to be asked for the recognition permit whichever IDP you hold, and carry your national licence, your IDP, your passport and visa, and 2 passport photos.

How long can you drive in Sri Lanka with a foreign licence?

Your recognition permit or temporary driving licence runs for the period printed on it, a temporary licence at most twelve months from arrival (Motor Traffic Act s.132(1)); a 1968 IDP counts only while valid. Never drive beyond the expiry of your national licence or your permission to stay. Reported practice: the DMT-issued temporary permit runs about 30 days, while the AA Ceylon recognition permit can run up to 1 year, capped by IDP and visa validity. Verify the printed dates on collection. (Motor Traffic Act s.132(1), as amended by Act No. 8 of 2009 (temporary driving licence of up to twelve months), and s.132B (IDPs issued under the 1968 Convention). The 30-day and one-year figures are commercial operators' reports, not confirmed by the Department of Motor Traffic or AA Ceylon.)

Sri Lanka is a Contracting Party to the 1949 Geneva Convention on Road Traffic, but not to the 1968 Vienna Convention.

Why acceptance of your licence varies from place to place

Whether a foreign country accepts your driving licence hangs on a tangle of variables: three different road-traffic conventions signed decades apart (1926, 1949, 1968) — the oldest predates the United Nations itself, and only the latter two were concluded under it — countries at different stages of joining each (signed vs. accepted vs. ratified), licences printed in alphabets local police can't read, vehicle-category systems that don't line up between countries, document generations that may not meet a convention's format even when the country is a member, bilateral deals between individual states, and local laws that are looser in one place and stricter in the next. The same licence can be fine at one border and rejected at the next — even at the next rental desk. The International Driving Permit exists to cut through most of it: a standardized, multilingual presentation of your existing licence, with harmonized category symbols, that most officials can read at a glance. It doesn't replace your national licence or grant new rights — you carry both — and it doesn't guarantee acceptance: a handful of destinations still require a local permit alongside or instead of it, but for most it meaningfully improves your odds.

Can you drive in Sri Lanka with your country's licence?

Under Sri Lanka's Motor Traffic Act, a visitor holding a valid International Driving Permit issued by a state party to the 1968 Vienna Convention is treated as holding a Sri Lankan driving licence, provided the permit is carried while driving (s.132B). Any other visitor must first obtain a Sri Lankan document — a recognition permit, or a temporary driving licence, which runs at most twelve months from arrival (s.132(1)) — from the counter at Bandaranaike International Airport, the Automobile Association of Ceylon in Colombo, or the Department of Motor Traffic in Werahera. Sri Lanka is a party to the 1949 Geneva Convention, not to the 1968 one. UK and Canadian travel advice tell visitors who hire a vehicle to obtain one of these documents, so if you hire, expect to need one even with a 1968 IDP; its printed validity then governs how long you may drive. Where to get an International Driving Permit

An International Driving Permit must be obtained before you travel, and only certain countries may issue one to you — you cannot buy an official IDP from an unrelated country. Under the 1968 Vienna Convention it may be issued only by the Contracting Party where you normally reside and which issued or recognizes your licence — by that Party's competent authority or by an association it has duly empowered. Under the 1949 Geneva Convention it is issued by the competent authority of a Contracting State, or by an association that authority has duly empowered. Which body that is varies by country: a government agency in some, an authorized motoring club in others.

• Travelling from Sri Lanka? Sri Lanka's official IDPs are issued by Automobile Association of Ceylon (AAC). Official site.
• Travelling from another country? Ask that country's driving-licence authority which body it authorizes to issue IDPs — a government agency in some countries, an authorized motoring club in others.

Separately, IDA offers a digital International Driver's Document — a translation of your national licence that you carry alongside it. It is not an International Driving Permit issued under the 1949 or 1968 conventions by the body your country authorizes for that purpose, and it is not a certified, sworn or otherwise official translation: no authority certifies it, and where a country requires an official or certified translation by law, our document does not satisfy that requirement. It is a private translation meant to make your national licence readable at rental desks and roadside checks.

Moving to Sri Lanka? Rules for new residents

Two different clocks. The visitor recognition permit is a short-term endorsement of a foreign entitlement and is not a residence permission; it does not start or count toward any residence-based licensing clock. Driving rules in Sri Lanka tourists get fined for

• Mandatory equipment: Seat belts and motorcycle helmets are required. Carry your national licence, any IDP and any Sri Lankan permit or temporary licence issued to you, and the vehicle's registration and insurance. Check the vehicle's roadworthiness before departure.
• Drink-driving: Sri Lankan law forbids driving a motor vehicle on a road after consuming alcohol or any drug (Motor Traffic Act s.151(1)) and leaves the blood-alcohol level that counts as having consumed alcohol to regulations. The text of those regulations was not found, so no figure is given here; treat the rule as zero alcohol. Drivers of buses and other vehicles carrying passengers for fee or reward are under the same prohibition, with a heavier penalty (s.151(1A), s.216A). Driving after consuming alcohol or any drug carries a fine of 25,000 to 30,000 rupees, or imprisonment for up to three months, or both, and suspension of the driving licence for up to twelve months (Motor Traffic Act s.216, as amended by Act No. 10 of 2019). For drivers of buses and other vehicles carrying passengers for fee or reward, the prison term is up to six months and the licence is cancelled (s.216A).
• Speed limits: Drive on the left. Obey posted km/h limits. The Motor Traffic (Speed Limits) Regulations, No. 1 of 2012 (Gazette Extraordinary No. 1763/26 of 22 June 2012, regs. 2 and 3) set 50 km/h on the built-up road sections listed in their Schedule and 70 km/h on all other roads, where motor coaches and lorries are limited to 60 km/h; motor tricycles (tuk-tuks), motor tricycle vans, land vehicles and special purpose vehicles are limited to 40 km/h on both. On expressways the limit is 100 km/h, and motorcycles and motor tricycles may not use them (Motor Traffic (Expressway) Regulations, No. 2 of 2011, regs. 3, 5 and 7). Conditions frequently require speeds well below the posted maximum.
• If you hire a vehicle, UK government advice is to get the recognition permit before collecting it: 'Take your UK driving licence and your IDP along with 2 passport photos to: Automobile Association of Ceylon 40 Sir Mohomad Macan Markar Mawatha Colombo 00300'; 'They will verify your documents and issue a recognition permit. Your hire car company will usually help with this.' AA Ceylon itself spells the street Sir Mohamed Macan Markar Mawatha. Carry licence, IDP and permit together at all times.
• There is more than one issuing point. Government of Canada: obtain documentation from 'the permit counter at Bandaranaike International Airport', 'the Automobile Association of Ceylon in Colombo', or 'the Department of Motor Traffic (DMT) in Werahera'. The airport counter is the practical option on arrival.
• UK FCDO: 'check that the company you rent the vehicle from is registered with the Sri Lanka Tourist Board and has a "Safe & Secure" certificate.' Confirm the insurance is valid for a driver holding only a recognition permit.
• UK FCDO: 'Some roads, particularly in more remote areas, may be in poor condition. Driving is erratic and there are frequent road accidents, particularly at night.' Government of Canada adds that 'Drivers can be aggressive and reckless' and suggests you 'consider hiring a driver'.
• UK FCDO: 'There are still security checkpoints on main roads in parts of the country. Follow the instructions of the police or army officers on duty. Security forces have opened fire on vehicles that have not stopped when asked.' Stop and comply, every time.
• A recognition permit issued for a car does not automatically cover a motorcycle, scooter or tuk-tuk — the corresponding category must exist on your home licence and IDP, and operators report separate handling for tuk-tuks.
