  1. Participation in the 1949 and/or 1968 United Nations Conventions on Road Traffic

    • Latvia is not a party to the Geneva, 19 September 1949 United Nations Convention on Road Traffic. [1]
    • Latvia is a contracting party to the Vienna, 8 November 1968 United Nations Convention on Road Traffic, having acceded on 19 October 1992 (a). [2]
  2. Recognition of the International Driving Permit (IDP)

    Latvia recognizes International Driving Permits (IDPs) in accordance with the 1968 Vienna Convention on Road Traffic, which may be valid for up to 3 years. [3]

    If you have a UK, Gibraltar, Guernsey, Jersey, or Isle of Man photocard driving licence, you do not need an International Driving Permit (IDP). However, if you hold a paper driving licence from any of these regions, you will need an IDP. [4]

  3. Duration of driving with a foreign license (+ IDP) if resident or non-resident

    • Non-residents:
      - A driving licence issued in another EU country is valid until the expiry date indicated on it. [5]
      - A person is allowed to drive a vehicle in Latvia if he or she has:
      1) a driving licence issued by a Member State of the European Free Trade Association;
      2) a driving licence granted for categories specified in the 1968 Convention on Road Traffic;
      3) a driving licence which does not specify the categories of vehicles granted in the 1968 Convention on Road Traffic.
      - If the entries in the driving licence are not made in the letters of the Latin alphabet, the person must present a notarized translation into Latvian. [6]
    • Residents:
      - A driver who arrives in Latvia from abroad and stays in Latvia for more than one year must exchange a driving licence issued outside the EU. [7]
      - If you move to another EU country, you don't usually have to exchange your driving licence for a local one. You can voluntarily exchange it for an equivalent one in your new country of residence if you wish. [8]

Driving tips for Latvia:

  • Latvia is a right-hand drive country.
  • The minimum driving age in Latvia is 18 years.
  • Car rental is available for the persons who are already 21 having a 1+ year driving experience.
  • The following speed limits apply to the vehicles in Latvia: 50 km/h in built-up areas, 90 km/h on open roads, 110 km/h on highways. If your driving experience is less than 2 years, it is not allowed to drive at a speed above 80 km/h.
  • Hands free is a must.
  • In the daytime, please keep your dipped headlights on.
  • If you are going to visit Latvia, please make sure you have got a warning triangle, first-aid kit, fire extinguisher and spare bulbs.
  • Seat belt is a must for front and rear seat passengers.
  • To transport in the front seat children under the age of 12 or those with height less than 150 cm, please purchase an appropriate child restraint.
  • The maximum permitted drink drive limit is 50 mg per 100 ml of blood for those who have 2+ years driving experience. For those who have lesser experience, the limit is 20 mg per 100 ml of blood.
  • In some zones, parking is done through "Pay and Display". You should display a parking receipt paid via a parking meter.
  • Winter tires are obligatory from the 1st of December until the 1st of March.
  • Safety camera warning devices are illegal.
  • There are no toll roads in Latvia.
