  1. Participation in the 1949 and/or 1968 United Nations Conventions on Road Traffic

    Israel is a Contracting Party to both the Geneva, 19 September 1949 and Vienna, 8 November 1968 United Nations Conventions on Road Traffic.

    • 1949 Geneva Convention: Israel signed the Convention on 19 September 1949 and ratified it on 6 January 1955. [1]
    • 1968 Vienna Convention: Israel signed the Convention on 8 November 1968 and ratified it on 11 May 1971. [2]
  2. Recognition of the International Driving Permit (IDP)

    Israel recognizes International Driving Permits (IDPs) issued under both the 1949 Geneva Convention (valid for up to 1 year) and the 1968 Vienna Convention (valid for up to 3 years). [1] [2]

    Visitors to Israel may use an IDP alongside their valid foreign driving license, subject to local regulations. If the foreign license is not in English, Hebrew, or Arabic, an IDP may be required for translation purposes. [3]

  3. Duration of driving with a foreign license (+ IDP) if resident or non-resident

    • Non-residents (Tourists & Temporary Visitors): Visitors may drive in Israel using their valid foreign driving license (with an IDP if necessary) for up to one year from the date of arrival. This period does not reset unless the individual has been outside Israel for at least six consecutive months. An individual who is not a resident of Israel will receive an Israeli license valid for five years, but its validity will be dependent on the period of time for which her/his permit of residence in Israel is valid, i.e. legal residence in Israel will be an element of the license's validity.     • Residents: New residents or those staying in Israel beyond one year must obtain an Israeli driver's license to continue driving legally. A process exists for exchanging foreign licenses, but in some cases, a driving test may be required. [4]

Driving tips for Israel:

  • Israel drives on the right side of the road.
  • Always buckle up.
  • The maximum allowed drink drive limit is 24 mg per 100 ml of blood.
  • The maximum allowed speed limit is 50 km/h in urban areas, 80 km/h for non-urban roads that do not have a lane divider, 90 km/h for non-urban roads that have a lane divider.
  • The minimum age to drive a car is 17 and 21 to rent it.
  • Keep in mind that you are obliged to drive with dipped headlights all day long between November and March.
  • Make sure you carry a reflective vest in your car.

  2. Recognition of the International Driving Permit (IDP)

    Although Palestine acceded to the 1968 Vienna Convention, no official confirmation regarding the recognition of International Driving Permits (IDPs) was found. It is recommended to consult local authorities before relying on an IDP in Palestine. [3]

  3. Duration of driving with a foreign license (+ IDP) if resident or non-resident

    • Non-residents:
      - Visitors may drive in Palestinian territories with a valid foreign driving license, preferably accompanied by an International Driving Permit (IDP), for short-term stays such as tourism purposes. However, official regulations concerning the exact maximum permitted driving duration for non-residents are not explicitly published by Palestinian authorities. [3]
    • Residents:
      - Foreigners who establish residency are typically required to obtain a local Palestinian driving license. Continued use of a foreign license (+ IDP) after becoming a resident is not officially regulated and therefore may not be considered valid beyond a short initial period after establishing residency. Driving tips for Palestine:

  • Palestine is a right-hand drive country.
  • The minimum age to drive is 18.
  • Drive carefully since roads in Palestine are rather twisty and narrow.
  • There are almost no grade level crossings. If there are any, they are unmarked.
  • Beware of speed bumps on Palestinian roads.
  • Road conditions are extremely poor.
  • Avoid night driving.
  • There are a lot of fixed and temporary military checkpoints.
  • Israeli police control the traffic outside of Palestinian cities. Palestine applies Israeli traffic regulations.
  • Road signs are written in Arabic, Hebrew and English.
  • The maximum allowed speed limit on urban roads is 50 km/h and up to 100 km/h on rural roads.
  • The maximum allowed alcohol limit is 50 mg per 100 ml of blood.
  • Seat belt is a must.
  • Keep in mind that Palestinian drivers tend not to follow the rules of the road. Be careful.
