  1. Participation in the 1949 and/or 1968 United Nations Conventions on Road Traffic

    • Finland is a party to both the 1949 and 1968 United Nations Conventions on Road Traffic:
      • 1949 Geneva Convention: Accession on 24 September 1958. [1]
      • 1968 Vienna Convention:
        • Signed on 16 December 1969.
        • Ratified on 1 April 1985. [2]
  2. Recognition of the International Driving Permit (IDP)

    • Finland recognizes International Driving Permits (IDPs):
      • IDPs issued under the 1949 Convention (valid for 1 year).
      • IDPs issued under the 1968 Convention (valid for up to 3 years).
  3. Duration of driving with a foreign license (+ IDP) if resident or non-resident

    • For non-residents:
      • Visitors may drive in Finland with a foreign licence issued in an EU or EEA Member State, for as long as the licence is valid. [3]
      • U.S. drivers licenses are valid if you stay in Finland less than 12 months. Otherwise you are required to change a US driving license to a local license. [4]
    • For residents:
      • Foreign residents must exchange their driving license for a Finnish one within two years of establishing permanent residence in Finland and before their foreign license expires. During this two-year period, they can drive with their valid foreign license issued in Hong Kong, Macao, Taiwan or a country that has ratified the Geneva or Vienna Road Traffic Convention. [3]

Driving tips for Finland:

  • The minimum age for obtaining a driving license is 18.
  • Finland drives on the right side of the road.
  • There are the following speed limits in the country: 30-40 km/h - in built-up areas, 80 km/h - on toll-free roads, 120 km/h - on highways in summer and 100 km/h - in winter.
  • Drivers are not allowed to use radar detectors.
  • It is forbidden to honk loudly in residential areas, with the exception of emergency situations.
  • Local law requires passengers and the driver to wear seatbelts.
  • Children less than 153 cm tall must be transported in special child seats. In the absence of a restraint, children under 3 years of age must be put in the back seat and fastened with seat belts.
  • Don’t forget to take a warning triangle and a reflective jacket with you.
  • The maximum permitted blood alcohol content behind the wheel is 0.05 ppm.
  • Use a wireless headset to talk on your mobile phone.
  • Cars aren’t allowed to occupy lanes reserved for public transport.
  • The driver must give way to a pedestrian or cyclist, if the latter is already in a pedestrian crossing.
  • Always keep dipped headlights on.
  • Be sure to have a compulsory third party liability insurance policy.
